If those cloaks can activate instantly, then, if I disrupt them using a cloak disruptor, they will reactivate instantly after the disruption, thus rendering the disruptor near to ineffective?

There should still be the cloak disruption cooldown before you could reactivate it, I think. Can't have them bypass the disruption, now can we? Don't quote me on it since I don't know the specifics, or if I do I don't remember.
I would assume that nom cloaks have a cooldown just like normal cloaks do. Unless I'm being ditsy and cloaks don't actually have a natural, internal cooldown. It's been literal years since I've owned a human cloak.
That is being looked into. Essentially, the larger the cloak, the bigger the cooldown time between activation will be.

whats a nomad ?? why do they were cloaks ? whats wrong with a cape ?, do the cloaks have matching boots ?? i think I met some SCRA guys one night, they were rude and kept babbling on about how bad my corp. employers were . I didn't see any capes er stuff on em.. just lotsa guns and commie ideas . pfft ..

Cloak Disruptor has consumable uses, right? So coul the insta-cloak.
The cloak change has been reverted due to a bug found with the way that it interacts with different fuels. The gear stats have been reverted.
You still can abduct people with nommy jumpdrives tho.

The Nomads are evil aliens who want to kill all humans. The original Freelancer campaign was based on the story of a Freelancer called Edison Trent, who saved the world from the Nomads. They were actually left over by a much more advanced civilization, the Dom K'Vosh, who left somewhere without a trace millions of years before the humans evolved from apes, and the Nomads were their servants and caretakers. I suppose the Dom K'Vosh intended to leave Sirius to the Nomads, but then humans came. The Nomads expected the humans, so they blasted the Solar System, and Earth, with a suncrusher, but that was right after the human sleeper ships made it out and left for Sirius.
If you want to find the Nomads, go to the Omicrons. But I'm not sure you do
Concerning "capes", I don't know what you mean by those. Caps (capital ships)?
