Well see, that's the thing. They can currently run a short distance to a PoB (Or dock on a base in a field) because they have such an advance warning against piracy at 14k. If the distance is 7.5k, then there's the chance that unless they immediately start mashing cruise upon noticing trouble, the pirate may be able to catch them. Cloaking devices shouldn't be mandatory if you're a pirate; they're spendy pieces of hardware!
Imo, I'm against docking on a PoB when being pirated. That's a pretty quick way to get your base targeted with a siege, or at least, that's how I view things from an inRP standpoint. I'm kind of weird though, in the sense that 9/10 times, I'll pay whatever the pirate is asking, since I'm just happy to see people willing to play pirates, these days.
