I send you this in good faith: you and your people recently came across a number of mine in Omicron Beta and had a bit of an exchange, so I'm told. I do ask that you forgive signore Callahan's initial terseness with the situation: strict, and absolute border control within Maltese territory is always a high priority for our vessels, I'm sure you can understand. I've read over my Agents' logs of the situation and I find myself more than glad that the olive-branch extended between our fellow peers in the National Council and your organization has likewise been extended our way. Our groups are not too different in the grand scheme of things, and the Nacione's continued cooperation with interested parties is an ongoing effort on many individual's parts. The Nationales' presence may rapidly wane but rest assured: your allies in Malta have not forgotten you.
My Agent's records also show that you've requested a more formal establishment of our communications, something I wholeheartedly support for the good of both of our peoples, to better stand as a united front against our combined enemies. That being the case, should any issue come up that requires our attention or action, I implore you to reach out here or elsewhere as necessary for further communication and collaboration. Ah, I expected a communique from your organisation. Nice to finally talk without a big green cloud in the way, although I apologise for the surprise you had with vessels suddenly appearing in Maltese territory without your knowledge of our current arrangements. It's good that more independent Maltese groups are coming forward with agreements to open up relations with the other Houses of Sirius, not saying it hasn't happened before.
Anyway, the more formal establishment is something I wish to construct with organisations. Call them official channels; I hope this to be one of them. Now our combined enemies, they still currently stand as those we originally fought against. Those being the Corsairs, Munich Unioner cells, Order and Bundschuh, we might be logically moving towards having agreements to fight the GMG later on in the future due to the deceleration of war between them and the Federal Republic of Rheinland. We can go into the political advantages of this later on but for now lets focus on our formalities.
Like previous agreement to the National Council and now defunct Crimson Cross, we'll be opening agreements to the Amalfi Directorate soon once we get formal copies ready printed. We understand the volatility of shifting powers in Malta and we're to select only trusted parties to sign these agreements. If you're willing to review our copies and overview of these agreements, please request them from us.

We're no strangers to the recent history of Malta's volatile political structure: the system tends to work better than you'd think. Cardamine and Malta herself have a way of unifying the goals of her people and strengthening their resolve against the perceived insurmountable. Just as the waves of the oceans ebb and flow, so too does time, as does the exchange of power. This is true of both my homeland, and yours. We simply have different names for the means of the exchange of power.
Onto the topic at hand: these arrangements of yours, if they are what I believe them to be, should be of little consequence to abide by and uphold. Forward them to us and we shall look over them. In time, we shall have our answers, and you shall have your strengthened alliance with the Nacione.

Anyway, we're currently overgoing a revision of another agreement but we currently have one thats well established. Those who had higher positions within the now defunct Crimson Cross may have come across this before, but its standard procedure that these agreements are kept upto date and in check.
I've altered this agreement and Replaced the position of the Crimson Cross with the Amalfi Directorate, I'm sure you know the procedure from here; Read, asses and then present your conclusion. I'll be hoping to hear about your thoughts on this matter soon.
§1 Involved parties of the pact are as listed and must abide by the agreement are:
§1.1 Büro der Marineintelligenz
§1.2 Amalfi Directorate
§1.3 National Council of Malta
§2 The purpose of this agreement is, to stop the sale of cardamine within Rheinland entirely, while Büro der Marineintelligenz will allow the Maltese organizations involved with the pact a safe passageway through Rheinland into Liberty space.
§3 Any Maltese organizations involved within the pact agree to stop the sale of cardamine within Rheinland space entirely and will also take measures to make such a sale in Rheinland unprofitable for other parties.
§4 The Büro der Marineintelligenz will guarantee pact signed Maltese convoys safe passageway through Rheinland space, by the following measures:
§4.1 The Büro der Marineintelligenz will not halt or engage any vessels flying under the divisions of any pact signed Maltese vessels transporting cardamine discreetly under the terms that they shall not halt their vessels / convoy in Rheinland space.
§5 The Büro der Marineintelligenz will allow Maltese vessels to discreetly carry an amount of 5 Units of cardamine for personal use within Rheinland space.
§6 The Büro der Marineintelligenz will treat Maltese personnel equally as foreign civilians within Rheinland sovereign space.
§7 Both the Büro der Marineintelligenz and Maltese personnel will abide by each other declared laws when visiting the territories deemed sovereign by the other party, with the exclusions stated within this agreed pact.
§8 Büro der Marineintelligenz and Maltese forces will assist each other against threats within the Omicron theater listed below:
§8.1 Corsair Empire
§8.2 The Order
§8.3 The Gas Miners Guild
§9 The Maltese Organizations and the Büro der Marineintelligenz are hereby obliged to keep ultimate secrecy & silence of any details of this pact to any external organisation unless both parties agree to the release of information to an approved party.
§10 Any party within the pact can remove themselves from Section 1 at any time and void themselves completely from the Orange Passage Pact at any time.

You ask much. Though I doubt you truly understand the gravity of Cardamine's influence to my people, you must at the very least know just how integral it is to our economy. The ability and flexibility of an economy is what makes a Nation such as Malta or any other the power that we are. Rheinland presently holds little value in this matter to us but to outright restrict it like this has taken some consideration on the part of myself and my Patricians.
For the time being however, we can acquiesce. Liberty's larger and frankly more stable market is a much better use of our influence anyhow. Something I sincerely doubt you are unaware of and seek to destabilize given your position.

We've recently just had a revision of the Maltese Rheinland cooperation agreement with the National Council for our re-positioning on board Galicia research station. This is currently an established contract so this is basically presented to you for information purposes. We already have a number of crew on there ready for research programs with any Maltese groups we deem appropriate to work with, yours being one of them.
This Agreement is made as of the 9th of August, 824 A.S., modified on 20th of May, 825A.S. between the National Council of Malta, the authority of public law of the Maltese Nation ("NC") and the Büro der Marineintelligenz, a public intelligence service with head offices in Rheinland ("BDM").
The Parties agree as follows:
1. SCOPE OF AGREEMENT
1.1 This cooperation agreement is a framework agreement. The NC may sell, buy, provide work space, refuge for and house Personnel of the BDM and the BDM may sell, buy, provide work space, refuge for, and house Personnel of the NC in the shared interest of improving relationships between our two nations and to combat mutual enemies.
2. DEFINITIONS
The following terms used in this Agreement shall have the meaning ascribed to them in Section 2:
2.1 "Personnel" only means agents directly employed or instructed by either the BDM or NC ("Affiliates").
2.2 "Affiliates" of a party means any entity that, directly or indirectly, controls, is controlled by or is under common control with, the party.
2.3 "Cardamine" means only the product grown on the soil of Malta.
2.4 "Completion Criteria" means the fulfilment of a party's duties towards the other. Duties can be repeated. A repetition of a Completion Criteria is one "Work Order".
2.5 "Hardware" means equipment or machines, sold or bought by the parties under this agreement. Hardware may be manufactured by the parties themselves or third parties.
2.6 "Software" means the data used to operate systems.
2.7 "Systems" mean automated, mechanized procedures executed by non-human intelligence.
2.8 "Products" mean Hardware, Software, or agricultural produce.
2.9 "Services" mean the procedure accompanying the successful delivery of Products. The delivery is successful once it has reached the buyer.
3.0 "Galicia Research Station" means a installation located in the Omicron Beta system
3.1 "Modifications" mean alterations to the terms of the agreement.
3. PRODUCTS AND SERVICES PROVIDED
3.1 The NC shall provide the personnel of the BDM with shelter, food, clothes, and any other amenities necessary in order to complete their work as assigned by their superiors for an indefinite amount of time or until such a time in which the parties deem this agreement to be obsolete. These Services are provided on Galicia Research Station.
3.2 The BDM is entitled to procure any Products offered on Galicia Research Station for their fixed price.
3.3 The BDM shall provide the NC with a monthly fee to compensate for expenses. The fee is a fair share of Galicia Research Station's maintenance.
4. ACCEPTANCE
4.1 Products and Services delivered by NC are considered accepted by the BDM upon completion of the Completion Criteria, with recompense due upon completion of each Work Order.
5. PAYMENT
5.1 The BDM shall pay the amounts indicated for each Product if they so choose. In the case of non-payment (Failure to pay), the NC is entitled to demand the full amount.
6. TERM AND TERMINATION OF AGREEMENT
6.1 This agreement is effective upon signature by both parties as of the date noted above for a period of three (3) months ("initial term") and is automatically extended by one (1) month, unless either party notified the other in print no less than seven (7) days prior to expiration of the Initial Term or any extension thereof.
6.2 Either party may terminate this Agreement upon written notice to the other party in the event that the other party does not adequately perform their duties as outlined in this agreement. The notice is to be well-founded.
6.3 All Modifications to be in writing. This contract may be modified or rescinded only by writing signed by both of the parties.
6.4 The invalidity, in whole or in part, of any term of this agreement does not affect the validity of the remainder of the agreement.
6.5 Force majeure. Deliveries may be suspended by either party in case of acts of God, war, riots, fire, explosion, flood, strike, lockout, injunction, inability to obtain fuel, power, raw materials, labour, containers, or transportation facilities, accident, breakage of machinery or apparatus, national defence requirements, or any cause beyond the control of such party, preventing the manufacture, shipment, acceptance, or consumption or a shipment of the good or of a material upon which the manufacture of the good is dependent.
6.6 Neither NC or BDM may assign its rights under this agreement in whole or in part.
6.7 The validity, interpretation, and performances of this agreement is controlled by and construed under the laws of that Nation of Malta, as if performed wholly within the nation and without giving effect to the principled of conflict of law.
6.8 Any legal suit, action, or proceeding arising out of or relating to this agreement is to be commenced in a federal court in the Nation of Malta, and each party hereto irrevocably submits to the non-exclusive jurisdiction and venue of any such court in any such suit, action or proceeding.
6.9 This agreement signed by both parties and so initialled by both parties in the margin opposite of this paragraph constitutes the final written expression of all the terms of this agreement and is a complete and exclusive statement of those terms.

What business you and your organization conduct with the Nationals in such a manner is no business of ours, and I have little faith that even if I were to ask of the specifics of your operations on Galicia, you would be willing to share them. The operations on Galicia is not one you should worry about. The goal of the team on there is to help support the northern forces against the Corsairs within the Omicron Xi system as to maintain the pest from reaching into both our home systems. But on a side note, it is to monitor activity of the GMG ever since the situation started to rise. I understand that Galicia is mainly a research complex but we have current no need to host laboratories as of yet on that station until the time arises. The location is for any future convenience that it does.
Anyway, I'd like to inform you of a rising situation that might benefit all of us. The Rheinland Military, above all its patriotic might, has agreed a summit should finally be conducted between the Nations of Malta and the Federal republic of Rhienland. I've already sent out the regarding invitation to the National Council since their efforts for this chance stretch back two years and maybe more, but the more agreeable familia' that we deem acceptable to negotiate and represent Malta would mean that a much more friendlier image becomes clear, leading to a higher chance that we can finally agree to fight against the common enemies that we seek to become ridden, one such example is the Corsairs. I'd go into the economic benefits that come from this, but I think we can discuss that later.

The Mal-Di-Ventri and an interceptor wing will be dispatched to the region for escort, and will break formation with our diplomatic envoy Dromedary once within local-comm range of Rheinland territory proper, holding in the Sigmas. I would ask that your people exercise patience with these measures; as the region's less than welcoming population warrants their inclusion. As you may have picked up news, the Bundestag has lifted your Enemy-of-the-state listing, while being classed as "Undesirable" may not seem good, its all more of a step towards peace between the Republic and Malta. But for the Buro Des Marinenachrichtendienst, this means we can conduct business with Almalfi and the Council without fear of backlash from our state government.
As our first means of official overt business, The Buro Des Marinenachrichtendienst is currently looking at obtaining samples of CQV-Gen I "Rapier" vessels for the usage of testing their combat capabilities and compare them to our current mainstream vessels the 90-ARKM-N45 "Wraith", we'd like to obtain a small wing of these vessels for some of our most experienced pilots to use. I fear that their everlasting usage of the Wraith has dulled down their feelings of input and this difference in flavour will quell their "Yes-Man" attitude towards the performance of the Wraith and hopefully allow the BDM some input into future Daumann efforts if a new fighter program were to arise.
But we've also noticed something on the side of the Maltese, a case of not just Amalfi, but other familias that follow. The "Tridente" Gunship support vessel is certainly starting to show its age. A borderworlds design that has yet to be replaced with a Conquistador variant, why that is? Not any of our busienss, but maybe we can help you. The Buro Des Marinenachrichtendienst has recently put in a new requestion order with Daumann for almost a second flotilla of 825A.S. issue "Oder" class gunships to either reinforce and replace some of its ageing vessels. Since your enemy status has been lifted, your freely able to obtain these vessels from a law-enforcement party. Such as us. We'd be willing to supply you with a 822A.S. issue "Oder" gunship for combat situations within the Sigma and Xi region... Or potentially other areas around the Maltese territories, but that shouldn't be something we care about. This might also give you the reputation of respect among other Familia but that's just my observation.
Lets cut the the bullshit to one side now and go over plainly on what I'm proposing:
