I have been monitoring the channel between Vex Upsilon and our government [CHANNEL REFERENCE]. As such, I would like to open up this communications channel to the BAF|: [ACCESS RELEVANT CHANNEL]
The SIS is beginning a long term project to cooperate with the Order in the hopes that it will allow the Order to exert diplomatic pressure towards the Red Hessians in order to secure an informal ceasefire agreement with them. In doing so, we should be able to secure Bretonian shipping to and from Rheinland which would increase our arms and supplies imports from Rheinland. Due to the Gallic arrival at Cortez, Magellen and California, the Omega supply route represents our last secure supply line for our continued war effort against Gallia. Furthermore, working with the Order will allow us to get in contact with their unlawful allied groups across Sirius which we can then use in the future to secure Bretonian interests abroad.
As an intelligence officer, I do not believe in coincidences. I don't know if the Order rebel Vex Upsilon is aware about the burgeoning cooperation between SIS and the Order or not. Our transmission with them were all encrypted, but it's possible she may (or may not have) found out through other means. However, her evidence of the Order "working with" the Wilde combined with the timing of her transmission to Bretonia may not necessarily be a coincidence. As such, I believe that her intention to pass through Bretonian space is not genuine, but rather an attempt to derail our negotiations with the Order| in the hopes of securing her own anti-Order| agenda which serves no purpose to advance New London's national security objectives.
The evidence she has provided of the Order| working with the forces of the Wilde appears circumstantial at best. SIS has reviewed and come to the conclusion that because Order| forces were concentration their firepower upon the forces of the Core| while the Wilde were shooting at the same Core| targets does not constitute the Order allying itself with the Wilde. A nomad incubi and it's human host complementing the Order| for helping it destroy the forces of the Core| in the middle of a heated battle once again, does not constitute the Order| becoming friendly with the Wilde. I'm sure you understand just how chaotic a warzone can get in our conventional fight against Gallia, a uniformed and identifiable enemy operating in clearly demarcated sovereign space. An unconventional/irregular war between the Order, the Core, the Wilde and several other non-state actors at Omicron Delta, a contested star system which has been in a constant state of war for the past two and a half years would have significant more confusing moments where enemies often find themselves shooting at common targets without intent in the perturbation of battle.
Ultimately the decision to allow Vex Upsilon to enter our space lies with the BAF|, but I felt the need to provide the above explanation in order to show that this woman has an agenda and may not be sharing with us what she truly wants. Every detail should be excruciatingly questioned when someone with a heavily armed carrier is requesting to enter our space.

I must admit surprise to receiving your letter, I did not expect the Intelligence services to be paying that close attention to Upsilon and her requests. I cannot comment on the business that the SIS has with the Order, that is well outside of my authority. Contrary to popular belief, the Bretonian Armed Forces does not have the authority to grant someone entry into Bretonia, that power lies with the Police authority and the Government. I would advise you contact Detective Inspector Steve Judge on the matter, or the police commissioner himself, I am sure that your name and the reasons why you wish this individual be denied entry would have far more impact with them than it does me.
I have informed Upsilon that her application and request has been, until further notice, placed on hold while matters are discussed. I hope this provides you enough time to make the necessary arrangements.
