Negotiation Details: counter attack against Gallia

Good day.
If you read this, then you have been invited to negotiate between the above parties in order to create a counter-attack plan against Gaul's predatory forces. At the moment, the high command of the fleet is setting a more appropriate time, when all five parties will be able to meet and establish a common plan, according to which we will continue to act. In addition, we are discussing the venue (everything will be reported here).
The essence of this message is that it instructs all parties on what will happen at the talks. Please follow these instructions and everything will go well.
So, negotiations will go in the following stages:
Arrival to a pre-specified system:"Each of these parties will be able to take the number of escort ships as much as they can. At the talks there may be either specially designated people for this, or the leaders themselves on one of the five sides."
Beginning of negotiations:"As soon as everyone is assembled, we will use a neutral ship for negotiations - the leaders or diplomats of all five parties will gather there and begin a discussion of tactics. There will be a personal conversation, without any means of communication => no one about her, except those who led the discussion, will not know."
Voting:"As soon as all parties have completed their tactical proposals, a vote will be held, in which we will choose the most advantageous tactics for all."
End of negotiations:Once negotiations are completed, diplomats or leaders of all 5 parties will leave the neutral ship and return home.
Rules of negotiations:
When one of the parties offers its tactics, it is forbidden: to speak in parallel, to make some amendments. The result of the one whose tactics will be used will determine the voting.
Negotiations will begin only when all 5 parties arrive at the specified time and place.
If Gallic forces arrive, the leaders of all 5 parties have the full right to leave the neutral ship and move to their ship in order to leave the system or give battle.
No one, except for the said 5 parties, has the right to participate in the negotiations/be informed about these negotiations.
After reading all the conditions, you must sign your agreement that you agree with such rules of negotiation and the stages of negotiations in general. We hope that all 5 parties will take this seriously.
The collection of signatures will end on May 6 at 8:00 Sirius time. Parties that do not leave their signatures will not participate in the negotiations.

Admiral.
As commanding officer of the Third Fleet, I'm placing our participation in these talks down. I myself will not be able to attend however, so my XO, Vice Admiral Michelle Collins, will likely be taking my place. The Battleship L.N.S. Montana will be set in waiting until the date of meeting is set.
Until then, I wish the rest of the chosen invitees the best. The only way to win this war is through coordination and tactics, as with any war.

we will gladly host the negotiations in Coronado. However, as the system is under control of the Crayter Military, our protocols do not allow you to enter with large warships and changes to these protocols might endanger all of us, as this would mean that hostile warships could be detected too late. The largest foreign military vessels we can allow in Coronado, are gunboat class ships.
You do not have to worry about your safety, as the security in the whole system is extremely high due to our ongoing war efforts.

Based on the answer, we would like to ask all parties to reconsider the classes of ships on which they will fly into the Coronado system. Sorry for the inconvenience.
Nevertheless, we also have the exact time when all parties will meet and even the date. At the moment, everything is agreed with the terms, except for Crayter. As soon as we receive their response, we will indicate the time, day and venue for all parties.
