It's basically written on Pirate ID that they can defend only the players with same ID or affiliation - the latter being IFF, as clarified by one of Admins back in 2015(?). Pirate ID also can't attack first (unless it is a failed demand and even that is severely restricted due to past abuse of that ID).

You can see above what about it wrote in background, but not in ID-rules ( what pirate can and can`t ).

That's the line in question. Pirate ID can only defend players with Pirate ID and non-generic/faction IFF he/she flies. At least that was Green fluff last time such a subject had been brought up. It still doesn't mean that said Pirate won't get pirated or even attacked by e.g. Corsairs if he/she flies Corsair IFF.
The general rule is to abide to the lines in your ID and not trying the grey areas, even though it doesn't state you can't do X or Y. But the latter is why Pirate ID was given additional restrictions, such as limiting "pirate everyone" only to non-House systems.
