At the moment the design intent is to have the route run internally through Rhienland, specifically so it hits all three contested systems. In terms of the Liberty angle, that's potentially something that could be incorporated into the long term permanent economy after the Imperial Update officially drops.
I'll keep an eye on how much interest there is in this once the server restarts and the thing actually begins, and tweak things from there.
EDIT: Currently considering boosting the Fed prices to represent the much larger danger their side will be facing. 500c/s -> 800c/s. Thoughts?
Would you want to properly fix the combat event first before launching another one, perhaps? Like those Military patrols around Weimar that still persist.

Different teams, different workstreams. I'm managing this event myself while the technical people work on a hotpatch to resolve the issues you've pointed out. We're hoping this should be released shortly. Rest assured, nothing done here will delay the work on the patch.
The trade commodities are now available for purchase in the game, and the event is live.

Explanation on Combat Targets: Transports carrying event cargoes become combat targets to the listed factions. This means they may be shot without a demand by any ship type that is allowed to attack transports. This does not bypass rule 4.7 regarding capital ships and the circumstances under which they may attack transports.
Sadly, I've also had to remove the elements about points being subtracted for cargo interceptions. As things currently stand, the event system it not capable of detecting ships that have obtained event cargo by any means other than buying it from the starting base. This means there is no way to record data about the amount of cargo that has been intercepted in space and then delivered back to the interdiction point.
Alternate approaches are being investigated, and we may have a solution shortly (with thanks to @Skorak for assistance).
This event is turning into some wierd oorpy steamroller thing where people are transparently dragging their unrelated characters into this and any availabe InRp means are being used to screw over the imperials. The metagaming is completely out of control.
It's getting beyond fun and into creepy and vindicative.
