Signal ID:Patriarch Mali'Cael Origin:Unknown To:Bretonia Subject:Clearance to fly trough your space and land on Exeter
Greeting to whom ever is in charge of this particular situation.
We the Virulian Remnants used to live on the Planet once named Gran Canaria, we had a large city on it's surface that unfortunately was destroyed over six years ago in a civil war.
We now ask permission to land and remove what ever can be salvaged, there are artefacts of our culture that we want returned to our migrant fleet. We understand that you now hold dominion over our former home and that we would not be allowed to resettle the land we once inhabited, but please grant us the chance of removing our cultural artefacts.

Mr/Mrs Mali'Cael,
I am Commodore Elizabeth Hall of the Bretonian Armed Forces and I serve as the Governor-General of Exeter (formerly Omega-49) in the name of the Kingdom of Bretonia. I would like to grant you permission not only to gather your artefacts and leave, but also to stay to live here again. However, you will first need to answer the following questions:
Where do you come from right now? Where have you been living?
What was this city called?
Where is this city?
Can you support your claim that it used to belong to you with evidence?
Where can I find more information about your party?
What precisely are these artefacts that you speak of? What do they look like? What are they for? What are their functions? Who made them?
Are the Virulian Remnants armed? If so, with what?
Do you have capital ships?
How many of you are there?
How would you evaluate your current finances?
I see that you wear a mask of some sort. Is it protective or only a religious ornament? Should I arrange special accommodation for you, of either medical or religious nature?
Would you like me to refer to you with Mr, Mrs or Ind?
Who is the "Creator"?
What can you tell me about the GCA?
What is your stance on the Sirius Coalition and the Mollies? What about the Corsairs? The Red Hessians? The Gallic Enclave?
Who was the other side in this civil war? Do they still exist? Where are they? How would you evaluate their military might? Do they also intend to return?
Commodore

Greetings Commodore Elizabeth Hall
I am Patriarch Mali'Cael, I am the leader of what remains of the formerly known Virulian Enclave, now Remnants.
And of course I will answer your questions as they where layed out. And again, thank you for responding to us.
We've been in stasis in deep space for six years, location of which would be galactic south.
New Eden it was called
It was on the smallest continent, we can relay coordinates.
If you require proof you can always find what was left of New Eden, other then that I can not prove other then by asking other Zoner Groups from that time, such as the TAZ or OSI.
There are records on the net about us, I could relay the old net logs about us.
The artefacts are of religious value, from busts to paintings, old books and databanks containing records of our religion. And they are mainly made by us a long time ago, but some of them are gifts from other parties.
Yes, we are armed, but not dangerous. Our vessels utilise mostly civilian and Zoner technology
Yes, several. Including three colony ships.
We where a hundred thousand, we are now around ten thousand.
We have still adequate amount of credits available and we have resources to sell or trade.
It's part of who I am, I have been uplifted by the creator and taken part of the technology onto myself, it is both religious and protective. And no, no special accommodations are needed.
You may address me as a Mr.
The Creator is to us a divine synthetic lifeform that had sent to us probes to uplift our people and guide us to a new home, we believe that this synthetic will return at the end of the millennia and bring with it us and those that believe in it. It's our teacher and our guide in these dark times.
We are unaware what that stands for, so we can't comment on it.
We had a neutral relationship with most of those groups save the Mollies, we defended Omega 49 against all piracy and patrolled Dublin by the jumphole to the system at times. We never did meet or have conflicts with the Red Hessians, but we in the Remnants rely on diplomacy instead of weaponry. But, we always helped any civilian that entered our space, attacking pirates if need be. We despised the Gallic for their invasion of Bretonia, we even assisted in fighting them once or twice.
The Civil war was between our two castes, certain commanding officers of our Defence force had behind the back of the council gathered a large force in an attempt to take over the Enclave (which we then was known as), the war lasted for months, but some of us, from both castes managed to flee with our three colony ships and a fleet of ships. Leaving the remaining fools to annihilate themselves.
And please, if you have any other questions we are most willing to answer them.
Thank you

Esteemed Mr Mali'Cael,
The GCA stands for the so-called Gran Canarian Army. This is a Zoner terrorist organization that commits acts of violence against Bretonian targets, both military and civilian. They intend to drive Bretonia off of Planet Exeter. I was born on Leeds, but my family left the planet when the war with Kusari started and I have since then lived on Planet Exeter (at the time Gran Canaria), so I understand their cause, but I do not believe it is realistic and I very much disagree with their methods. The destruction of Planet Leeds by the Gallic Royal Navy produced a humanitarian disaster in Bretonia and those that managed to escape need a planet to live on, so Bretonia will most certainly not leave Exeter. I was named Governor-General last year and I have been trying to create conditions for the Leeds refugees and the native population to live together in peace. But due to ethnic hatred that will not be possible in the literal sense, so I have been working to create a number of independent Zoner enclaves where the natives could live in peace. The so-called Gran Canarian Army will never force Bretonia to leave and their violent methods are only reinforcing ethnic hatred. If you wish anything from me, I ask you to condemn the GCA and their violent methods in a public broadcast.
After that I will have nothing against your party entering the Exeter System and landing on Planet Exeter, as long as you do not bring capital ships. This is due to the Bretonian Charter of Interstellar Law, whose clause 4.7 forbids the entrance of foreign capital ships into the Kingdom of Bretonia.
Concerning the main subject, your ruined city, this could be a difficult case. There seems to be no obvious evidence that it was once yours, so an investigation will have to be carried out. It might last for years. However, I could have a simple solution for you. I was authorized by the Sydney Accords, a certain Bretonian treaty about Planet Exeter that should not concern you besides this point, to create independent Zoner enclaves on Planet Exeter, so I can simply sell you this piece of land this very month if you are in a hurry to resettle. If you would like this, please tell me the surface of New Eden in square kilometers so I can determine the price.
By the way, I hope that New Eden was not within the 100 km radius from Doctor Holliday's Tombstone Estate? Speaking of that, please do relay the coordinates and do provide the net logs about your party.

Honourable Commodore Hall,
I want to thank you for your quick response to my message, it fills me with joy having the opportunity to discuss this situation instead of just being turned away.
As for these.. Terrorists, we have no contact or wish to have contact with them. Yes, we once called Gran Canaria home, and it would of course be something we would want again.
And we have looked at the area New Eden was at and it covers about 30 square kilometres and we would love to know what that would cost us.
Also, if we where to buy land from you, would we, with permission or through official channels be allowed to have our migrant fleet in the system, especially our three colony ships, which would make the actual base of our new home.
We understand that no warships are welcome in the system, but our three Nephilim's are our homes after all and would be the easiest and best start to a new colony.
I wish you all the best and look forward to a meaningful cooperation.
May the Creator protect you

Esteemed Mr Mali'Cael,
That is a small area in comparison to other enclaves, but it contains potentially valuable artefacts, so I will be willing to sell it for 10 million Sirius Credits. I have had a thought and decided that I can let your ships enter, but only if all armament is stripped from them except at most two flak cannons per ship. I very much doubt that they will need weapons for residential purposes and if safety concerns you, then you should know that your ships will be under BAF escort within the Exeter System.
Are you content with this? Would you like me to draft you a treaty?

Honourable Commodore Hall,
After some old scans of our home, the area was 60 square kilometres not 30 as we believed, we apologise for the inconvience.'
Also, would it be possible for our ships to simply turn off weapons while in the system and the systems belonging to Bretonia, it would make it hard if we where forced to dock or re-install weapon systems when outside of Bretonia space. It isn't that we don't trust the Armed Forces, we simply would feel more secure when travelling if we could have them installed.
We are most willing to pay for the chance of building a new home on Exeter.

Esteemed Mr Mali'Cael,
This document is based on the Treaty of Las Palmas which I already have with the OSI, so please tell me if you spot erroneous mentions of OSI terms, as it happened when I was drafting one for the Velvet Zoners.
The Kingdom of Bretonia recognizes the City of New Eden on Planet Exeter with the area of 60 kilometers square as independent Virulian Enclave territory.
The Virulian Enclave/Remnants (henceforth Virulians) will purchase their ownership over this land from the Kingdom of Bretonia for 20,000,000 Sirius Credits before signing this treaty.
The Virulians acknowledge the Exeter System (also known as Omega-49) as a sovereign system of the Kingdom of Bretonia.
The Kingdom of Bretonia recognizes Lanzarote Station as property of the Zoners.
The Virulians accept that all spaceships arriving to and departing from New Eden must use the Bretonian docking ring or mooring fixture.
The Virulians oblige not to harbour enemies of the Kingdom of Bretonia or persons considered criminals by the Kingdom of Bretonia within the territory of New Eden and oblige to extradite them should the Bretonian Ministry of Justice or the Bretonian Ministry of Defence or the Governor-General of Exeter issue a formal demand and provide reasons for suspicion that the person(s) in question is/are within the borders of New Eden. Should the Virulians not extradite said person(s) and not prove that the person(s) is/are absent from the territory of New Eden within a given time, the Bretonian Police Authority has seven (7) days to search for said person(s) within New Eden with a search warrant provided. As soon as the person(s) in question is/are found, or should they not be found within the seven (7) days, the Bretonian Police Authority must leave the territory of New Eden.
The territory of New Eden may have a garrison of up to 10,000 soldiers, militia and police, and up to 200 military vehicles. Should the population of the territory exceed 500,000, the Virulians may renegotiate this limit. The Virulians may ask the Governor-General of Exeter for military assistance in case of an emergency. In this case, units of the Bretonian Armed Forces, the Bretonian Police Authority and the Bretonian Intelligence Service may enter the territory of New Eden, but must leave when ordered by the Virulians. In case of joint military action within the territory of New Eden, the highest ranking Virulian commander has temporary command over the Bretonian units. The highest ranking Bretonian commander will exercise temporary command over Virulian units should they operate within the territory of the Kingdom of Bretonia.
The territory of New Eden may not supply nor harbour the so-called Gran Canarian Army or any other party on Planet Exeter that is hostile to the Kingdom of Bretonia, nor give them any kind of support. The Virulians will not commit any hostile action against the Kingdom of Bretonia nor its allies.
The Virulians will condemn the so-called Gran Canarian Army for their violent methods in a public broadcast before the signing of this treaty.
A customs union will exist between those territories on Planet Exeter owned by the Kingdom of Bretonia and the territory of New Eden.
The account address for all payments to the Kingdom of Bretonia contained within this treaty is Treasury.of.Exeter.
The Virulians may bring three Nephilim-class colony ships, the (Name 1), (Name 2) and (Name 3) to the Exeter System and land them on Planet Exeter only under these conditions:
The Virulians will inform the Kingdom of Bretonia of the exact point and time of entry of the colony ships at least 24 hours before their entry.
The colony ships will enter one by one, not all together. They will not enter with escorts. Their escorts within the Exeter System will be provided by the Kingdom of Bretonia.
The initial landing of the colony ships is exempt from the Clause 5 of this treaty.
The colony ships must surrender all weapons to the Kingdom of Bretonia, or scuttle them, at most 48 hours after entry. They may not rearm while within the Kingdom of Bretonia.
Only after the first colony ship has been disarmed will the second be allowed to enter. Only after the second has been disarmed will the third be allowed to enter.
These are the only exceptions from the Bretonian Charter of Interstellar Law that the colony ships will enjoy.
As a symbol of gratitude, the Virulians shall bestow the Governor-General of Exeter an artefact from New Eden of their choice.
Should another civil war break out in New Eden, this treaty will be cancelled.
I have stretched your colony ships' liberties as much as I could. Please provide me their names so I can fill in the blanks. I have also included Clause 14, which might not appear in your favour at the first glance, but I assure you that it is, as it discourages civil war. It ensures that whoever initiates civil war in New Eden will not win.
Do you agree with this draft?

Governor-General of Exeter
