The Coming Storm Alberta, Ontario

OVERVIEW
A vast and deadly dark matter storm is rolling into the Alberta system. This storm was forecast well in advance, and Liberty has taken ample precautions to account for it. Corporate operations that have been gradually wound down in the system are coming to a final stop, with security patrols withdrawing and the skeleton crew aboard Leduc Station preparing to conclude the last of their critical salvage works. Proprietary Ageira Hardware is being shipped to Alaska from the increasingly threadbare station, consisting of structural station components and the last scraps of the prototype supergate's hull.
The few remaining Zoners of Freeport 14 are conversely not adhering to Liberty's recommendations to evacuate from the system. They have instead adopted an approach of battening down the hatches and riding out the storm. The fiercely independent colonists see the retreat of the House as an opportunity to live in self-sufficient isolation, free from what they see as a stifling and invasive government. To achieve this, they have begun fitting Dark Matter Shielding imported from Ames Research Station in Kepler. It is hoped that this structural reinforcement will be sturdy enough to withstand the primal forces barrelling towards the (perhaps naive) Freeport.
With the final furious burst of corporate activity in the two systems, it is perhaps unsurprising that Liberty's criminals are seizing what may be their last opportunity to profit from the situation. The Rogues and Lane Hackers have stepped up their attacks across both systems. Local Xenos have waded into the carnage as an unaffiliated wildcard that is equally liable to fire upon pirate and law enforcement alike.
PVE bounty rewards have been increased by 25% in Ontario.

Rule changes:
For the duration of the event, both Alberta and Ontario will be 'contested systems', reducing the cooldown timer for PvP death to 30 minutes instead of the usual 1 hour.
For the duration of the event, Zoner IDs may treat other vessels carrying Dark Matter Shielding or Dark Matter Storm Data as Zoners for the purpose of ID rules for defending other Zoners.
Id just like to point out both OSI and Velvet requested AGES ago an event to evacuate Freeport 14 as oddly enough Zoner's arnt idiots and a Dark Matter storm encroching on their base is a good reason to gtfo. BUT as always players are ignored and instead Devs do What Devs do, Cheers.
You know what? I quit Discovery, it can be pretty frustrating, believed it to be for good.

The majority of the sensible folks will have left. There'll be a handful of radical "don't step on me" survivalist types who want to try and eke out a living in the unclaimed frontier. Dark matter storms are self-evidently dangerous (lethal, even), but others have survived living in them in the past. Freeport 5 orbits a neutron star, so there are apparently some small numbers of Zoners who don't mind living in utterly crazy places.
