I'd say no to merge (or putting in a line)

An Anomaly / Sci-Data farming zone in Kepler would be interesting. Something to give Lane Hackers a chance at activity and bring them in potential conflicts with other local unlawfuls / scientists (after all, they are former Ageira scientists, right ?)

Otherwise all infrastructure in it could be destroyed / deactivated (including deactivating the lanes), and then put some beefier NPCs (both lawful and unlawful) as ambient.

That way the traders would have a choice, faster and more easily camped route or slower one, but that wouldn't be very well liked by camping pirates (maybe modeled as a labyrinth of dark matter filled / clear areas), but with an increased chance of sudden death (or sudden salvation), depending on the coin toss.
