This document explains the rules of engagement and proper conduct procedures against the versatile situations and conflicts that arise travelling through Sirius. All HS> members must read this in order to fulfill the tasks effectively.
1.1. Intervene in House affairs as possible, in order to track, harass or repel enemy movements and to achieve the Orange Dream, the complete Maltese domination of societies through Cardamine, in whole Sirius.
1.2. Protect Maltese at all costs. If traces of insurgency or deviant behavior appear, involving an Outcast attacking other Outcasts, or Outcasts assisting foes, in order to disrupt our people and culture, contact Alpha Command as soon as possible. If action must be immediately taken and the suspicious Maltese does not respond accordingly, decided to confront, all personnel are authorized to take custody or, in worst case scenario, eliminate the traitor with extreme prejudice. Alpha Command reserves the right to impart unilateral decisions towards Outcast traitors.
1.4. Respect the orders given by Alpha Command and superiors.
1.5. Assist Dons unaffiliated with HS>. Criteria are advised, as Dons’ agendas are different and conflicts of interest can happen, provoking the endangerment of our whole Nation. All members must uphold to HS> and what it stands for.
1.6. Not share Outcast technology, under no circumstances, without prior authorization of Alpha Command. Irresponsible use of instruments, that can harm in any way HS> and its members, will result in immediate extermination of the dealer.
2. Directives regarding the appropriation of external assets:
All members must:
2.1. Obtain commodities that can generate benefits for all HS> efforts and Maltese society. To fulfill this task, convincing and/or persuasion are highly encouraged to implement against the involved entities.
2.2. Acquire scientific research and nomad technology, at all costs. All members must secure information, materials and devices related to the current HS> projects. If the opposite entity declines or does not permit the acquisition, seizure and/or destruction of the elements takes priority.
2.3. Permit the escape of those who collaborate with our ends. Sustained acquisition must be preserved on the long run; stripping completely the assets of individuals or crew can result in the downfall of their economy and ours, thus a reduction of opportunities.
3. Directives regarding Cardamine and competition:
All members must:
3.1. Secure all Cardamine trades and routes involved, at all times as possible. Cardamine is the backbone of Orange Dream, a fall in its selling could affect the Maltese economy as a whole.
3.2. Disable operations involving the following commodities, so the competition cannot expand their markets:
3.3. Understand the risks involved during the travel in space with Cardamine. All HS> members are expected to be prepared and face the worst case scenario.
4.1. Follow the according procedures to retrieve and send slaves to Omicron Alpha and Omicron Beta. Caretakers in Malta spaceports and facilities must verify the delivery, to avoid incongruences.
4.2. Obey the Chamber of Dons and HS> decisions regarding the ownership of slaves.
4.3. Avoid fraternization with slaves, if their situation has not been formally handled by authorized slave caretakers and Dons. All Dons reserve the rights to do with slaves whatever as they please.
4.4. Ensure protection if a slave, which is a Maltese carrier, is in danger; according to the current protocols. Maltese reproduction is encouraged and must be kept safe. After the newborn Outcast has been secured and separated from the slave, this last one must be returned to the owner as soon as possible.
5.1. Never divulge, sell or lend information about new technologies and research to foreign entities, subject to 1.2 and 1.5.
5.2. Obey Alpha Command’s decisions in the acquisition and implementation of State of The Art technology.
5.3. Maintain secrecy of current HS> projects. Members revealing sensitive information that can harm their developments will be put into custody and face the penalties referred to treason in 1.2.
5.4. Report pertinent and new findings and studies through internal communications, as soon as possible.
6.1. Defend the homeworld at all costs. All interlopers, unexpected visitors who have entered to Omicron Alpha and Omicron Beta, must be questioned first about their purpose. Depending on the response, if their presence is considered detrimental for the Outcast Nation, or they do not offer any sort of profit or beneficial proposal, all HS> members are allowed to remove them, in any desired possible way. Unauthorized foreigner and not formal ally presence must be not tolerated if the intruders are in the vicinity of Planet Malta (at least 10K from it).
6.2. Detain, order to leave immediately or decimate all foreign ships carrying Survey equipment in Omicron Alpha and Omicron Beta. All members are free to choose the method of punishment but always making the intruder to leave the area at once.
6.3. Protect the frontiers in Taus and Omicrons, and inform accurately about relevant events.
6.4. Wreak havoc in Houses, according to 1.1. House of Rheinland and Gallia (Lorraine and Languedoc are permitted) an exception to this line, as our operations are not currently handled in these territories. Travelling in these domains is unadvisable and must be authorized by Alpha Command, in order to maintain Outcast general stability.
6.5. Avoid Omega space and Independent systems Kansas, Vespucci, Hudson, Bering and Puerto Rico, as they are not contemplated for tasks as of yet. Additional Maltese reinforcements will not be provided in case of reaching these areas.
7.1. Never impose beliefs and opinions about the Nomads (A.K.A. Spirits) to other Maltese, mainly if those go against the Main Directives. Disruption of tasks due to acts referred to revering will not be tolerated.
7.2. Exercise caution when dealing with the Spirits. Communication, in any of their forms, must be as brief as possible; except when obtaining essential information, such as tactics, new goals or important Nomad knowledge.
7.3. Restrict worshipping to the designated areas.
