The dream of Vespucci fostering an independent nation intent is dead. Homes are broken alongside the families they used to harbor and the only choice left is to get out while the chance remains. The cities of Erie having retained their independence despite the "protection" offered by Liberty are welcoming people trying to escape. But Liberty has been quick to realize the risk of the fleeing population, branding them all accessories to treason as per Liberty law. Anyone caught harboring terrorists will be subject to extreme prejudice and harsh sentencing, if at all.
But where risk is substantial, so is reward. People are desperate and willing to pay exorbitant prices for daring smugglers willing to brave the journey. And while some might consider this an ideological pursuit, there are others who simply chase digits. Criminal groups might also see an opportunity to bolster their ranks and garner sympathy, or serve more insidious goals.
With the refugee ships breaking through the Navy's blockade, Liberty sends ships in pursuit, a chance the Rogues and Xenos don't let pass by. Though both for their own reasons. In desperation and to protect friends and families, many of the Insurgency mount desperate flights to make sure ships reach their destination safely. Meanwhile the LPI is filling a prison ship, brought to Pennsylvania with those unlucky enough to be picked up by their patrols.

7,000,000cr bounties for LSF and Liberty Navy against Insurgency in Kansas and Vespucci
LPI, LSF and Liberty Navy can demand refugees from any ship within their ZOI.
Insurgency:
6,000,000cr bounties for Insurgency against LSF and Liberty Navy in Kansas and Vespucci
Can treat ships carrying refugees as allies.
Rogues and Xenos - balancing factor:
5,000,000cr bounties for Rogues or Xenos against LPI, LSF and LN in Pennsylvania and Kansas
Xenos can treat ships carrying refugees as allies.
Trade event:
Every Lawful kill on a refugee transport will be counted as 5000 cargo intercepted and rewards the same kill bonuses. The rest should go to the Navy Outpost in Kansas, the LPI prison in Pennsylvania or the LSF listening post in Vespucci.
With the loss of the Delaware, the eyes of the public are on Liberty's forces. The LPI, Navy, LSF can only demand as many refugees as they can carry at the time.
The ship with the highest kill count and the best refugee 'trader' will get a UAU X or CAU X for the duration of the Insurgency campaign to be used on a ship of that faction only.
The faction to win the event will get the kill bonus increased by 5,000,000credits per kill for the duration of the campaign.
Should the LPI have the highest amount of intercepts, the prison will stay in Pennsylvania, buying pilots and criminals for a while.

This event is intended to spur activity in the region and for the associated factions. Your actions will have consequences.
For law enforcement:
Was just asked about what happens if the transport isn't nearby as you demand.
Is the transport in scanning range because it trailed back a little from the pursuit? Yes it's fine to demand the amount the transport can carry. Is it half way across the system? No you can't.
Discourages permanent ship switching.
For the transports: If you drop the refugees and shoot them, I will shiplock the ship for the duration of the Insurgency campaign and set it hostile to Insurgency, LSF, LN and LPI for the duration of the campaign. Your character is having a ship full of people. They won't drop and shoot them. Despite the fact that sacrificing your life for a "gotcha" isn't quite realistic either.
Anyone who can dock on Veracruz and Erie can run the refugee 'trade' event.
