Esteemed officers and servicemen,

This message is a reminder for you as professional officers to remember the rules of engagemant and our duty as law-enforcement in the current anti-insurgency operation.

The events that happened at Erie have shaken the Zoners at their core. The Zoners are scared that the Liberty Forces will follow the pattern of the Bertonian Armed forces in the planet Gran Canaria. This is not going to happen in the Republic of Liberty. This house has been built upon the common rule of law and individual freedom. Such genocidial actions are not acceptable under our constitution.

However our objective here is only to restore the rule of law to the planet and the system following the obliteration of the insurgency elements there. As such the Zoners are not our enemy, the insurgents and their sympathisers are. Zoners are to receive the same consideration as civilians, no different than the freelancers you encounter. This means that all cases will need to be handled in a case-by-case basis.

1. Identify the non-affiliated criminal/threat
2. Document the event or evidence
3. Submit it into the database
4. Make sure your targets are in violation of Liberty Laws or in the database before you engage.

This will require a database where any such un-affiliated or "neutral" entity that has engaged in crime or assaults any law enforcement, is docummented. This will lead to these individuals or entities to be prosecuted accordingly as they lose their right to be welcomed in the Republic of Liberty.

As such any criminal acts done by unaffiliated freelancers or zoners, are to be docummented in the following database:

Police Report System (P.R.S.):

The entries placed in by officers will then be further processed to mark the entities as hostile on a case-by-case basis.

The zoners are not our enemy. The insurgents and criminals mixed in with the civilian population are, and we need to set them appart before we can wipe them out. Avoid antagonizing the zoners and offer your assistance whenever necessary. Regardless of whatever opinion they hold of Liberty Forces, we have a duty to uphold. Win their hearts and minds, and show them that the Republic of Liberty truly does stand for freedom and the rule of common law, equal and fair for everyone in our great house.

I expect the first such entries into the database to be submitted shortly.

Admiral,

It appears you haven't been informed of the recent developments in Liberty

The corporate sub-entity of Liberty Police Incorporated that has managed said channel and processed the requests, the "Liberty Police Inc." has by its own admission had its budget slashed considerably and has completely lost its dominant position within the Liberty Police. Reports were ignored or took literal years to answer, that reporting channel is now discontinued in all but the outdated procedure records.

In fact, judging by a recent comparison of activity the Liberty Police Inc. have been completely overshadowed by a new corporate sub-entity, the "LP-" marked daughter company. The LPI nor the LSF have one unified entity in command with the mandate to mark targets as unilaterally hostile to their respective corporation and agency at this moment.

When it comes to neutral law-breakers, the First Armada is taking a different approach. This is how we have been able to identify the Hostile Zoner Warparty with total disregard for the law way before Pesticide was even announced, and have found out they are completely distinct from Liberty's Zoners. We simply fine the noncooperative criminals on the communications channel, and if they do not comply with our notices we contract the Bounty Hunters and other Mercenaries to attempt to take them in. These smugglers, foreign criminals that tend to not operate in house space are simply better understood by the Bounty Hunter's guild in our experience. And if we run across them we simply apply the full extent of the law without any leniency if they have proven to be previously hostile, ignored our notices, and continue their law-breaking.


To recap, the Police Report System (P.R.S.) has outgrown its practical usefulness. If you would like to start a similar initiative within the Liberty Navy I suggest you contact the 5th and 46th Fleets' high commands who could come up with a similar unified system for Liberty Navy only.

This small matter aside, we hope to see you and the First Fleet in Omicron Nu at 1900 Hours this Saturday

Dear Admiral Van Leer,

I appreciate your genuine concern in regards to the dated PRS system. However we currently need an immediate short-term temporary solution to the issue at hand and the existing infrastructure of the PRS system still makes it viable for the documentation of such cases by inputing data such as names and evidence which can later be reviewed by officers independently and to considered for later prosecution.

That is until a new system is established which can fulfill this function. Until then the skeletonized PRS system will have to suffice.

I agree with you on the matter utilising the Bounty Hunter guild due to their wider reach and flexible nature, however for the sake of coordination between fleets, a platform such as this for the sharing of accurate information would prove very useful to combine efforts.

PS. As for the operation at Omicron Nu, our Navy guard units and the ESRD are periodically monitoring the developing situation in the omicrons. Once the military intelligence report is complete, we will consider any relevant operations in the omicrons. I would rather not risk blind attempts like in the past.

Admiral,
Understood - you are free to use the archaic system, I believe the Primary Fleets and the First Armada have been sticking to their internal reporting and communications channel for escalation.

And you seem to also have outdated information on Omicron Nu - Liberty has been present in the system for almost three years. DSE, Ageira, LSF, and Liberty Navy have all been constantly conducting their surveys of the system this entire time. We have no choice but to act now. The Secretary of the Interior has opened the Supergate to all Civilians . If it were up to us we would wait months to a year, there are still potentially dangerous unresolved mysteries but now Liberty Navy has to move in to secure the system before the corporations and civilians pour in en-masse.

Contrary to your assumtions that I would not keep myself up to speed, I am well aware of all the developments going on, but simply not interested.

We already have units deployed in the system, which are ready to respond to any threats in the area. But we have no interest in fleet movements in the area. At this time we will stick to the detection and quick response to any hostiles in order to defent the areas of economic interest in Omicron Nu. The system itself is sufficiently secured for DSE operations to take place and that is what is important at this time. As for civilian commerce, once they venture outside our borders, they do so at own risk.

Charting operations are already being conducted by the ESRD and so far have revealed nothing but hostile or hazardous space in the adjacent systems for large fleet movements. Until the picture is complete we are not proceeding with any blind or general advances with the fleet. Again, at this time we will stick to the detection and quick response of any hostiles to defent the areas of economic interest in Omicron Nu.

Now if you please, I'd rather not deviate this communication's original purpose to discuss your assumptions and operations in the omicrons. I would rather it remains focused on the counter-insurgency operations we have at hand and our efforts to mitigate the fallout from Operation Pesticide on planet Erie and the recent increase in resistance from non-affiliated entities.

On that note, you should know that we also have our own internal reporting systems, however this "archaic system" is the quickest ad-hoc solution for a temporary issue that needs not flood our internal reporting, which is used for more important matters. It will be more than sufficient for the simple documentation of the names and evidence of any non-affiliated criminals for all Liberty Forces to see. But of course, do as you will.

It is good to hear from you in light of recent events, certainly as far as the occurrences within the Pennsylvania System.

I agree, wholeheartedly, that we are legally and duty bound to Rules of Engagement. Zoners from MFE should, in all instances, be deemed as non-combatants - unless through a proper evaluation of their activities, or conduct, deem them to be otherwise. The Forty-sixth remains steadfast in our duty to free Erie of Insurgent presence; to arrest, where possible and eliminate, if required. Any Zoner Capital vessels will be hailed and requested to leave and, if refused, removed with regrettable force. Liberty has played host to enough incursions by foreign warships and we will do everything we can to mitigate unnecessary loss of life.

With respect to reporting of and documenting breaches of Liberty Law, either by Zoners or any other parties, will be promptly reported to the P.R.S system - as "archaic" as it might be, it is a centralized database for the recording and dissemination of information. This can be used until such time as a Naval Database can be built and shared for similar use, perhaps, between Naval Forces.

Good Evening Admiral Jones,

I dont think we have had the opportunity to meet, I am Rear Admiral Shepard of the 46th. Much of what Fleet Admiral Kemp-Smith said resonates with me as well. We must not get ahead of ourselves and remember that we have Laws and its what separates us from the rabble. I have reminded the officers I command to ensure all protocols and laws are being followed to the letter. The last thing we need is someone within our ranks getting trigger happy and giving us more work than is needed.

In regards to the P.R.S. Just because something is old does not mean its outlived its usefulness, I will see that it gets used whenever applicable. In regards to the Pennsylvania System I have ordered increased patrols both visible and some in a more observe and report capacity.

The bold excitement of pushing the envelope of the Armada married with the traditionalist conservatism of the conventional fleets Liberty has always been able to rely on and fall back on.
