With no word from you, your teams, or your staff on our Research Complex, we have endeavored to take on a project ourselves. One that entails improving the sensor suites of our three Multi-Purpose Research Vessels.
In order for us to continue, we do need to hand over to the Technocracy a most peculiar item. A Dark Matter Core, recovered and brought back with us when we noticed a new opening within the Earhart Sector.
Only until now have we done superficial scans and observations, though this has come at some small cost. Some of my teams are now on medical leave as part of their time spent studying this. You may find our report on our servers, though we do think it can help us with what we are looking to do. It is unfortunate that we are not in a position to learn more, as I fear something much worse could happen if this Core stays with us any longer.

With our superficial scans, of which have been made available to you, I am also curious if it can be used as some form of higher capacity power source for our sensor suites. The "Augur"-Class scanner built into our M.R.V. fleet is handicapped by it's replenishable battery banks. We are looking to remove this limitation.
If an NDA must be signed for further co-operation, then I will arrange my signature upon the document during my next visit to Aergia. The staff who are out on medical leave have been advised to return 8 days from now. These teams include four by ten man specialized groups in addition to eight by five man flexible teams. Once they return, I shall direct them to Aergia to sign off on the NDA and to start on any tasks you may have ready for them.

We have a status update about our newly designed "Gaia"-Class hydroponics system. We have obtained plans from the Zoners within the Omicrons and have hired a specialized crew to run the system. After testing the design for the last few weeks and making necessary adjustments, we have achieved full self-sufficiency.
This means that regular upkeep for our base has been significantly lessened or completely removed. With this gone, a large amount of manpower and financial leeway has opened up, allowing us to direct more work into our current research projects.
I believe Leon gave you updates in the past, wanted to continue this as it means a level of transparency between us.

I have begun to read over the reports from our teams on Aergia. From what I can see, this artefact is one significantly sized question mark. As much as it is fascinating that an object like this exists out in the uncharted worlds, I am starting to believe that it will not be suitable to have this object interact with any electrical systems of a starship. Also considering your own testing regarding the human psyche, carrying around a fragment of this Dark Matter Core will do us more harm than good.
The last few days have been spent looking at alternatives regarding an alternate power source for the ARAPSS Mk. VIII. As we do not utilize offensive arms on our ships, this leaves unused circuitry on our Deep Space Explorers that could be internally reworked to funnel power from the ship's reactor directly into the scanner. We are looking to remove the use of the Anomaly batteries, as it hinders our ability to be efficient.
The use of your drydock beside the Citadel would be most appropriate to test this theory. I would like to kindly request to have my own personal explorer, the '\S/'Arcturus, be moored on site to have this investigated further.
I've been watching this study with great interest. The risks undertaken simply to develop an understanding of the object as we do now were great, and there is still far more to do when it comes to uncovering and unlocking the potential of that Dark Matter Core. Developments into the matter will continue.
Consider your request approved, in the meantime. I would recommend trying to run a bypass from your capacitors. As you've said yourself: You don't make use of weapons. It shouldn't be too difficult to theory-craft a system of rotating diodes to provide the necessary energy supply from the reactor itself.
