Esteemed representatives of the Gallic National Intelligence in the Omicrons, We have taken note of your presence in the Omicrons, a sector rather distant from Gallia. It is a pleasant surprise as the Omicrons are currently plagued by issues that concern the national security of almost every major house, yours included. I will be candid: Rheinland and Liberty are currently brutally fighting over any and all ground they can secure in the Omicrons. They are profoundly ruthless in their attempts of securing the Omicrons for themselves.
Both Liberty and Rheinland make unrestricted use of Nomad technology and targeted infectees that wreak havoc in the Border and Edge Worlds, including the Taus, to keep other powers away from these sectors.
However, the KOI believes that as unaligned powers of the Taus we hold significant advantages against Rheinland and Liberty:
We do not fight each other aggressively (Apart from minor incidents in the Taus that are far from ruthless).
Neither of us is currently engaged in a feud against one another in the Edge Worlds.
Neither of us is currently experiencing a comparable activity level of Nomad thralls.
Both of us consider the Taus a gateway to their homes, one that both of our houses should protect from alien influence!
Both of us are unwilling to release aliens into open space nor accept alien caused colleteral damage.
There is little bad blood between the KOI and GNI.
Kusari can access the Omicrons via the Sigmas and Taus!
Moreover, the Order is currently capitalizing on the increasing alien activity caused by the LSF and MND. We believe the Order to be conducting a massive recruitment campaign right now. It is quite clear that this is phase one. Phase two being a massive spree of terrorist attacks all over the map.
Unfortunately, these circumstances work towards Rheinland's and Liberty's favour as all passive houses will be caught in the ugly crossfire making them unable to counter Rheinland's and Liberty's hyper-aggressive expansionism. At that time both Rheinland and Liberty might romanticize their expansionism as a "peacekeeping mission" garnering additional public support.
We need to work together to keep our homes safe. We cannot wait until the MND and LSF-engineered Nomad threat crosses our borders. Never again shall this happen.
A joint operation would ensure continued cooperation and peace between our houses aswell as secure valuable alien technology, while denying the ruthless and the mad power.
In the event that you turn out to be cooperative and like-minded, we will gladly exchange valuable intel with you.

I'm the head of Owl Squadron, you may refer to me as Owl, Capitaine and a liaison officer of the Gallic National Intelligence. I will be your contact between you, the KOI, and the GNI Directorate. I was also the pilot you met alongside 'Duke'.
I have discussed it with fellows agents and the Directorate themselves. Indeed. The Directorate is always favoring cooperating, regardless the entity, if it means making our chances of survival as a species better.
I can safely say that the Gallic National Intelligence can agree without more deliberation to reply to your list of demands with these:
No aggression in the Omicrons between agents;
We have no real feud so the second point is void;
We agree on the importance of the Taus and their intrinsic value, and that cooperation amongst the players of the Tau sector should be more developed, henceforth, this communication can be the beginning of a commission on the Nomad threat that emerged in the Taus;
The Nomad threat is a threat we are unwilling to let loose;

We have not put in place any restriction in terms of travel in the Taus, making the last point natural.
In short, I believe this can be the beginning of a Commission to protect our Houses, even after all that has happened, against the Nomad threat that emerged in the Tau sector. One step at a time. If needed, and, honestly preferably, we can serve as Gallia's vector for this type of foreign affairs and discuss with Kusari's government in general about this.
However, we are not interested in pursuing hostile agendas against other intelligence entities, such as MND, or The Order, without real reason. We are therefore unable to access to your last request but we are certain this last request is not the priority for you and the Kusari Office of Intelligence. We are open to joint operations indeed, but not at the expenses of lives of other people we have no reason to cut short.
As for the exchange of intelligence between our office, indeed. We gladly accept as long as it goes both ways.
