If a trader tries to flee on thruster, you should also use your thruster, once the trader engages cruise and you fail to CD him, you can cruise after him. However the trader attempting to flee on thruster has little chance of escape if you are pirating in the proper ship.
I was once stopped by a pirate lane hacking making a demand for 100k, I would have paid such a reasonable demand easily until I scanned him and saw he had an inferno and SN mounted on his bomber. He was pirating alone without a cruise disruptor, so I flew away chuckling.

How many times have we had this discussion? A trader is the ONLY one allowed to come back into a system after being destroyed. He may NOT come back to attack the pirate himself. And he MAY be pirated again if the pirate is in the system. See: Loopholes, traders

Trader does not fly a combat vessel ... so not PVP. Using a CD doesn't make it PVP.

How about I show you a sanction thread for the trader that came out of nowhere and attacked my pirate vessel that was sitting still enjoying the sun? It is OORP for a trader to initiate combat ... a trader can "defend" himself ... but cannot initiate an attack. You wanna consider piracy a PVP event ... then capships should be able to engage trade vessels ... correct? Walking a slippery slope calling a trade vessel a combat capable vessel.

Ok ... if we're gonna call piracy a PVP event ... then when a trader is killed he cannot return to the system he was killed in for 4 hours ... that means if he wants to keep trading ... he's gotta find a route that does not bring him into the system he was destroyed in. I can hardly wait for the comments on this one.
Traders are not combat vessels ... and piracy is not a PVP event. PVP is between two or more combat vessels. Otherwise ... why do we not allow pirates to conduct piracy in a container transport? Would be nice to take on an Advanced Train in a CT. Would be real cool to take all his cargo and cash it in.

Personally I don't have a problem with a trader being banned from a system for the 4 hours or until their killer moves on. I do think that failed piracy i.e shots are fired then a PVP has begun, no matter how unsuited the trader is for it and as such the no cruise in combat rule should be followed. I can't see why that would be a problem, since a trader has no chance of outpacing a pirate on thruster.
I have seen unlawful's pirate in pirate trains/transport too, I don't believe that is against the rules.

That rules out the CT I'm afraid, at least for the generic pirates, for the faction ID pirate's, unless they can land on Junyo they are going to have a hard time buying a CT.
What if the transport/trader is completely unarmed(i.e no weapons missiles and etc) does that mean it is a fight?(since fighting in a PVP fight and losing has bad negative to it-you know the four hour thingy) I mean he doesn't have any weapons, How can he fight back?!(I have had a transport with out weapons multiple times thanks to me upgrading my ship and um forgetting the cost by a few thousand)

If you are unarmed and the pirate has a CD then it's highly advisable to pay up. With or without guns if you chose to refuse to pay and the pirate attacks you then combat has begun. At the moment a trader who is killed may return to trading and the 4 hour rule does not apply. Personally I think it should but as things stand you can return to trading through the system you were killed in.

You cannot have it both ways. Sorry ... but this issue has been discussed over and over again. Traders are free to move about and resume their trading at will regardless if they were killed in the systems they travel in. A pirate can make demands from traders multiple times and can destroy those that don't pay multiple times as often as they travel through the system. My pirate destroyed the same trader about a dozen times in one hour because he continuously moved cargo through Sig 13 while refusing to pay ... in fact refused to even speak.
Face it ladies and gents ... piracy is a unique situation ... which is precisely why there are rules that are specific ONLY to piracy.
The no cruise rule does NOT apply in this situation since the trader is not required to leave the system ... nor is the trader required to stay out of the system he cruised away in. In EVERY situation a trader refuses to pay ... he is in effect "fleeing" the pirate. So ... I suppose we should NEVER see traders in Sigma 13 or any other high traffic trade route. After all ... since traders ALWAYS cruise away from pirates ... they would never be able to make any money on any of the popular trade routes. Heck ... I could hang out in the system these traders sell their goods. Soon as they cruise ... snappy snappy ... if I see them return before the 4 hours is up ... violation report.
