HRCs will now be widely accessible through resellers within their production source region + adjacent areas only, with some exceptions (shipyards + intel bases).

- Changed: Hegemon strafe speed reduced; strafe energy drain reduced. Thrust speed increased (to the originally intended 200 m/s), now has more thruster energy recharge to work with.

I just realized I dun goofed, I hit the Hegemon's cruise speed (250 -> 200) but forgot to give it half volume usage for commodities like water and scrap.
