Anyway. I supports the order. They are awesome, but unfortunatley they have closed recruitment. Try a basic faction so you can get used to discovery (if youve only just started playing). Theres a "decide what faction is right for you" somewhere...
Most of the factions that are alive will have some of their active members reporting there.
And that's pretty true what NerdRage said. It seems that Rheinland is pretty quiet but as at least in Hessian character it's you who create the opportunities. It one of those faction that have plethora of things they are supposed to be doing. And rather large ZOI for an unlawful faction. Things have been a bit quiet on the Hessian front. But the good thing about the Rheinland is that if there are fewer players the RP has more potential to be very satisfying and lengthy with fewer people to interrupt.
Personally I find Liberty a bit too hectic to my taste. You always run a constant risk of someone interfering your RP with a person you are talking right now. In NY there are a lot of opportunities for RP, but there's nothing to be done, and is not really unlawful's or lawful's fault who are RPing, if someone barges in despite the protests of usually both parties.

If you'd know how much I agree with this opinion... darn Xeeners, blasting up the ALG AI, destroying at least one week of RP. Not again...
But I'd like to contradict in the point that Rheinland is quiet. Okay, this might be my personal opinion, but look at the factions, who are active there and have some very dedicated players. LWB, Hessians, Volksfront and the Alster Union give you very good opportunities to roleplay.
When it comes to ALG Waste Disposal (okay, this might sound like advertisement) you have also a very big choice of possible RP ways... look at the dynamic relationship between ALG and the LWB and the manifoldness of possible ways to go within the ALG faction. I'm not talking about the 'lol wft i killz you'-PvP possibilities, but about serious RP. A good example was Ben's reaction on a donation from an ALG employee: "It seems that I will have to differentiate between every one of the ALG employees." (Or something like that...)
And that's the point: bring the community dynamic situations and varying characters. Factions that only have one stereotypic character type are boring and just odd. I don't want to get personal, but I think some of the unlawful factions are endangered by this behaviour. ("You is lawful? You die!")
In my opinion that's not the way RP should be done.
But back to the topic... inform yourself about the different factions and decide which one has the best possibilities to have fun. Look at me: I want to have fun, although I'm a horrible fighter pilot. Missing fighting skills can easily be ruled by RP. It's just the way the thing works on this server.
Since the character that I have most built up is already unlawful, it would be most simple to stay that way. It isn't a preference. When I go Kusari, I'm probably going to be Lawful as all hell. My experience with Japanese culture is reading about the interactions between the Japanese and the first Europeans to sail to them. I read a great book about it, a series actually, but I can't remember the name of it. Excellent book though. I would I highly suggest it if I could remember the name.
