The cargo you desire should not be transported by inexperienced captains and is therefore considered as contraband according to §2.2.. For your own safety I won't tell you, where or how you can acquire them. I also don't know, where you get plans for a cloaking device facility from, but as cloaking devices are restricted to law enforcement only within Rheinland (as declared in §2.3.4.), I suggest you simply cancel the ongoing construction.

I have removed the weapons and cloak factory since last inspection and thank you for your assistance. I will get that application done and thank you for the link. For the glory of the Rheinland I only wish for a small Bar and trading post.
