Bug: Basel Rock sells Liberty Lawful/Civilian Equipment instead of Hessian / Rhein Civ

Reproduction Steps:

Dock on Basel Rock
Check equipment dealer

Additional Information: Seems to make sense that it should offer Hessian equipment instead of Liberty equipment since it sells both Asgard lines.
