I think rare would be a better description for it as they do have a base two hops from Cali Minor.
Hopefully it was just a case of confused IFFs, as that can be really easy to do. Like the time I got Corsair Guard instead of either BHG Guard (expected) or Freelancer (hoped) because I made the mistake of doing all my missions against Outcasts and Hessians.

Mercenaries are so common, its become somewhat ridiculous. They are everywhere! (hypocricy).
You must mean my character Dimitri.Zimov then, because I remember that.:PWell, I've been here for about a week, so I think I understand all the rules and know them pretty well, but I think I haven't broken any (let me know if I did so I can apologize and correct it:P).
But the RP of my mercenary in a Kusari Explorer is... well, he's kind of neutral, working for different factions at different times, depends on the RP, and if I can't find some RP, I usually do missions for various NPC factions, which can change IFF as I've noticed, but I don't always notice my IFF - like the Gaian one. Usually people remind me of it or tell me I should change it.
I usually RP an IFF as if the NPC faction likes me and that I worked for them not so long ago. I'm still writing his biography, but he was born in Kusari space, so that's why he likes Kusarian ships and does fly one, he's also on good terms with most of Kusari space NPC factions (green/neutral reputation) except Blood Dragons and Golden C's.
Sorry if it's too confusing, but I'm pretty much sleepy at the moment. Sorry if you think my RP sucks, but I'm used to role-play enforced multiplayer text game named Legends of the Jedi, where there's no IFF tags, just permament death, clans, many players. I'm still getting used to this way of RP here, so forgive me if I may not seem like the best RPer.:P
