I encoutered a few situations like this. And I dont know how I whould react to them. Checked the rules search, well didnt manged to find this. So:
Lets say a VHF gets engaged by a gunboat. The gunboat pilot isnt a complete begginer and you can't stand a agianst him. Instead you trust about 1500 m and stick around in that range. VHF doesnt run from scanner range?.. so it isnt concidered as fleeing. Well gunboat can't kill him either. Chases a few minutes gets bored. VHF flies around in 1500m sometimes closing to give a few shoots to keep the "fight" and trusts away agian... eventually gunboat gets bored and disengages.
That's the problem with fleeing yanno...

You don't want to flee. Why would you lose the 4 hour thing?
He can't hit you, you can't harm him.... He doesn't want to give up, you don't want to be away for 4 hours.
Thats why i proposed other ways of "fleeing" because this would be unbareable. Best way to cripple a lone BS? Send something on him to annoy him. Thing shoots on him constantly, he can't touch it, and he can't move from there since he's crippled. Fleeing would doom him

You're a RM BS, on your patrol and you encounter a lone bomber in 41. He can't kill you, you can't kill him, he drifts at 2-3k away and annoys you. You can't engage cruise because he'll "win" and you'll have to stay out.
Now check the situation other way around, BH bs pops in omega 3 and you were pirating. You're pirating in a very agile bomber and he's there to annoy you. You two engage, and although he can't win, he's there, you're there, and if you want to pirate there in next 4 hours, you better not flee.
Being able to thrust away from him, very away, on the other side of the place and pirate there (because he's slow to catch you) would be a better and more realistic situation here.
Its a bit strange that no-one got hurt, no-one acctualy won, but for someone the rule applies. I think this should be called as draw and 4 hour rule shouldnt apply to no-one here.
Well actually fighter who always runs and stays in range unable to fight, well theoricly he lost. But ! well I would support the thing that if cap ship gets bored and he disengages 4 hours would apply to him. IT would discourge lone cap ussage. Neither this would hurt cap roleplayers, since I doubt good rp'ers engages hostile lone fighters in tridentes or dessies.
