Throughout Bretonia's history, the Royal Bretonian Intelligence Service has served a vital, though often unrecognized function. For centuries, the BIS has served well and honorably, and I suspect that your place in history would be much greater if your deeds were better known. For obvious reasons, of course, this cannot be the case, at least for the forseeable future, as you well know.
One key to the BIS's success was it's autonomy from undue military or government interference. In recent days, however, this autonomy has caused some degree of friction between members of the BIS and the leaders of the Armed Forces. In these dark times, we can ill afford such problems. As a result, effective immediately, all units of the BIS are now answerable to the BAF Admiralty Board. BIS agents will of course retain a large portion of your autonomy, however you are expected to comply with any reasonable order from the BAF Admiralty Board. Undercover MI6 agents will, of course, be answerable indirectly through the Director of MI6, in order to protect their anonymity. It is my hope that this will increase the smoothness and effectiveness of our military/intelligence apparatus, and reduce any friction between the two organizations.

Rest assured that I do not expect this new directive to in any way alter the functioning of the intelligence services, merely to improve the sharing of information with the Admiralty that we may better coordinate our actions. I fully guarentee the operational independence of MI5 and MI6 under their respective Directors and will only liase with the Directors; agents themselves remain accountable to their Directors only. The 2 Directors themselves will henceforth be granted full rights within the War Cabinet as equals to any other Admiral or Section Chief and will also from now on be invited to attend Admiralty Board Meetings, also to improve communication.
As for other BIS sub-branches, they will be answerable to MI5 for the purposes of internal security checks and to the Admiralty Board to ensure that their missions are in the interests of the war effort. Beyond that they have complete operational independence from any other BAF or BPA structure.
I have great faith in our intelligence services and intend to allow them the full operational freedom they need to acheive victory for Bretonia.
