Is there a way to the LR- start to plunder rheinlanders vessels (inside rheinland) due to the war, with intentions to disrupt rheinland economy, or it would be too much out of LR ZOI... (although it seens to be RP acceptable)??

Indeed.
However, I have read plenty of rumours that these "proud Libertonians" are mostly on Xenos and because of the hostilities between those 2 groups, the Rogues doesn't want to have such people in their ranks.
Furthermore, I think a common and widespread characteristic of the Liberty Rogues is their opportunism. In the big fleet battles in the Texas system the casualties are heavy for both sides. The Military knows that Rogues are less experienced and organized than the Liberty Navy in open battle thus it's very normal to pick them as the first targets. So here comes the opportunism of the Rogue and prohibits him from participating in such kind of battles.
Moreover, as I said, the casualties are heavy for both sides. Rheinland and Liberty have plenty of resources to use and replace their destroyed capital vessels, while on the other hand the Rogues have a limited number of cruisers/gunboat which normally cannot spare to lose so easily in such conflicts. So I believe it would be more efficient to pick smaller fights, initiate hit and run tactics and not actively participate in the huge fleet battles.
This is my perspective of how things should be, hopefully you will take into consideration my feedback:)

As Rogues, we don't like competition. So we can understand other factions we are allied with not wanting competition too.
Rheinland is Hessian turf. The only reason you'll see us down there is to smuggle them some slaves and bring lovely red gems back to liberty.

Just because one unlawful group has a lot of patriots, it does not follow that another group cannot have some patriots.

Gunboats and Scyllas have no place in that kind of battle, you're absolutely right.
However, I would counter-argue that the Rogue's well-known opprotunism is precisely why the edges of such a battle is the ideal place for a well protected Barghest swarm or two.
Be kinder than necessary, because everyone you meet is fighting some kind of battle.

Why does LR- often attempt to pose itself as whole Liberty Rogues faction while it's still bunch of Sylpheed's Rogues? While they're (maybe) the most powerful, it has been stated multiple times Rogues aren't really organised.
Of course my impression may be wrong, it came over quite large amount of time, so I can't bring up a certain thread to back up my statement.
Certainly, the Rogues are rather an independent bunch, but with the LR- being as you said, the most powerful group amongst them we tend to 'speak for' the majority of the Rogues (if only because the rest of them are too busy getting drunk.) It's purely part of being the biggest fish in the criminal pond, there aren't that many groups within the Rogues that can or would want to oppose the current establishment. So; while we're not the only Rogues out there, we're the only ones <strike>sober</strike> organised enough to sign the appropriate paperwork.
As to the IMG, in all honesty I'm not entirely sure. I believe we'd just treat them as we would any other lawful-monetary based corporation. Namely, as floating ATMs (Politely, mind.) It's essentially the Rogue attitude to everything, if you're not actively helping us.
Independent Pirates are, essentially competition. If they're willing to pay a small... donation for the privilege of pirating in Liberty we'll generally leave them be. Assuming they don't drag the Navy back to our bases or start stealing 'clients.' As long as they don't draw too much attention, it's generally all good. That said, the Rogues are incredibly individualistic, so it does depend on who you encounter.
