Yes ZOI exists but no one really follows them. Except capship operators like me because we have to.
So how about you screen shot people like that and file a sanction? Along with making some RP out of it. He'd be a prime target for the ZDF and I am sure a couple of the merc companies are kept on retainer by some of the Zoner factions. Not to mention proof that he pirated you in 0-49 then docked with Gran Canaria submitted in the correct format and in the correct place would cause him to be damaged by the Admins.
TLDR: Quit complaining and do something about it. (Note, this is advice given by others to me at one point.)

He hasn't done anything illegal, nor would it be the first time I was pirated in a no fire zone. Maybe not as outrageous to sell at the same base I'm outside but selling at another zoner base or docking there.
Its as insane as robbing a bank and depositing the loot into another branch and I say something should be done about this. and these are not RPing pirates they are the 6mil NOW or DIE ones or those pirate train ones who take all cargo and who can't be talked down.
I believe its completely legal for someone to say 100mil or dai right now as there is no rule against it. Nothing about selling or docking on the base of the faction you attaked either. I know, I checked.
