You first post says that leadership is a ''democracy''.
Also, ask the Gallic Royals, there are lots of Junker with nobility titles in Gallia. Some stations/districts are even run by Junker nobility. Nobility means everything in Gallia, and as such, lawfuls such as the Junkers have some nobility title given by the King of Gallia. The Junkers were the Royals' best weapon against Sirius before, and they gave them titles accordingly.

Can't exactly do that without the consenting of the factions. It's part of their faction rights.
EDIT: Just verified, and it'd be indie wise that it wouldn't work. Uh, interesting loophole. Still, you'd need to inform the leader of the faction of your intents, or else it's not exactly fair and not everyone would consent to it. Would just bring you more troubles than rewards, OORP speaking. People will start refusing to recruit people on the basis that they might be part of a Gallic Junker spy ring who give away their plans to the Royals without them having to say a word. And they'll blame you and start flaming you.
Good step. Seriously, The first way of moving forward is to talk to the people you are attempting to influence.
There is no harm in asking, "hey, what do you think of me being able to infiltrate your faction, but playing alongside you?" With a carefully thought out "battle-plan" of how, why, where and when, you might be able to get the faction leaders on your side, because it might turn out to be an interesting game or story inside of their own. Talking like this first shows respect to the people on the other side of the screen. That is an invaluable part of the Discovery experience.
You don't need to talk to the whole faction members, just the leaders, so that they now what's happening to their "family".
Talking first, is likely to help you in the long-run. Just doing it and rolling over THEIR roleplay, by saying "HAHA You're infiltrated" will not help you in the long-run.
If you ask, you might be surprised to find out how many say "Yes! We need this to happen!"
If you don't ask, the answer is very likely to be, "Not on my bloody watch. GTFO"
