Don't see Outcasts anywhere in Liberty except Badlands, that one lane to Texas in NY and the Texas side of the NY JG as well. Texas lore also states that Texas is the furtherest south you'll ever see an Outcast.

It sort of happens by proxy as well. Hessian NPCs spawn next to many LWB, Unioner and a few Bundie bases. They will annoy the base in question to anyone who's in the vicinity when a Hessian NPC spawns next to it and the guy is hostile to the Hessians.
You can run into them near Wedel as well I think. Other than that yeah, they don't really spawn further north or east. But it just signifies looser security/looser relations.
If the respective player factions feel that that's inadequate, I'd say ask the admins about it.
The Bundschuh have never allowed docking rights to the Outcasts, and when a Bundschuh finds an Outcast in Rheinland (i.e. the only place the Bundies have NPCs) they escort them out on pain of death. I'd say it'd be pretty fair to have them hostile as well- though the Bundschuh do go to Sigma-13, and there are Outcast NPCs there, and they remain civil in that region... mm. As there have never been more than three indy Bundschuh in the history of ever, you could probably make it a one-way repninja without fear of consequences.
