It is bug. It happens from time to time, PM Cannon to fix it. He fixed it last time when this happened. I am like 90% sure that is server side related bug.

I see, well, I'm going to reinstall FL, because I've been planning it for a long time. :P And I'll see if I still have to contact Cannon.
This is one of those situations that never really showed up before, because we never had this reliable of a server before. (Seriously - there are days that if we didn't shut it down for a planned restart, that it would NOT shut down at all.) So what we're having happen is that, depending upon the player load, we get some data buffers that are full quicker, and so every so often, missions go wonky.
For that, I'd like to blame Zelot, but in this case, we just have to blame Microsoft. That, and we're doing things with their program that they never dreamed we'd do.
Normally the next server restart takes care of that. And it does tend to start out rather isolated, with one or two people - if we see a lot of them, then we can do an early restart.
