The IND have already contacted us in regards to your attacks on them in Kusari. It's for that reason this issue has been brought to your attention by us. We do not condone Rogues entering Kusari in order to attack people who help us with supplies.
You Rogues were given permission to enter Kusari for the purposes of delivering goods, and picking up goods. You are not allowed to enter Kusari to attack the IND. Nor will we allow you to attack them if you 'just happen to run into them.' We'd have to be blind to not see how that would be abused by your band of testosterone-ridden, greed-fueled bandits.
Ms. Matsumoto has already told you; Do not pirate, attack, or provoke the IND when you are in Kusari. I am in agreement of that decision. When we're in Liberty, we follow the guidelines of the Hackers and the Rogues. When you are in Kusari, you will follow ours, or you will no longer be welcome here.
[font=Garamond]You see, I've a problem with those that want to have their cake and eat it too. Especially when they
try to deny me mine. Your terms here are less than agreeable. And here I thought that we were
starting to build a healthy relationship. I'll also not aid those that aid our enemy, the IND. As you
already admit to their supplying you, I believe that we'll be ending our arrangement prematurely.
Amazing how problems like this reveal who your true friends are, no? Now, I'd like to hear some
terms that don't just allow you to pad your pockets from both sides. Until then, I don't want any of
your girls in Liberty either. Too bad we don't always get what we want, isn't it? I'm also not agreeing
to keep my men from the throats of the IND.
If my understanding is correct, this deal was with the Golden Chrysanthemums and Okasan Matsumoto, not you and the Kiretsu, Miss Zetsumai. Please relocate yourself to another transmission, this one is not open to you. I know the Kiretsu are not fond of the Liberty Rogues, and I know your words speak with bias against us.
Dervin, do not listen to what this woman has to say. She has it in for the Rogues. Wait for Matsumoto to reply before making final judgement on this matter, I think you'll find her somewhat less stubborn.

It's with Ms. Matsumoto's invitation that I am here. She and I share the same opinion on this issue. That opinion is that Kusari isn't the Rogues' property. It isn't their territory. The Rogues in Kusari do what we allow them to do. And we do not allow you to attack the IND. That's all there is to it. You were given the opportunity to trade here by Ms. Matsumoto, and I had extended the same offer to you in the past. But neither she, nor I, have or will allow you to attack those that aid us in our struggle against Samura.
If you cannot accept that, then you need to stay out of Kusari.
[font=Garamond]If that's the case, then my message does still stand. If you ever want to warm relations with the
Rogues, then you'll stop aiding our enemies.
Okasan Matsumoto, if what Mrs. Zetsumai Keisotsu says is in any way untrue, then perhaps we can
arrange other terms by which to continue our dealings. If not, well, you know where I stand.

Konnichiwa.
Mister Malfient, the Council of the Chrysanthemum Elders has decided to give you a few questions.
First one:
Say someone approaches you and wishes to help you. The said group can bring you things and do things your group isn't able to bring/do.
You agree to their offer.
Then you approach a group with a trade agreement, with an agreement noone would pirat anyone within the others territory. The said group agrees. Said group also has some "problems" with those that support you.
Say they meet each other, and the group you invited commits a terroristical act by destroying the other ship.
The group that lost a ship (or even more) knows that these ships usually aren't found where they were.
They reflect what they know about the group they support, and the other group that just attacked them.
They find a connection, and approach your group, asking you what is going on, and saying that they think of removing their help you get from them.
What do you do?
Second one isn't that complicated at all:
Would you give us Chrysanthemums access to your bases, with all ships we would wish to bring, as well as your supplies, should we want to attack targets, to "ask" for any kind of help for us within Liberty, if we would look away from you doing the same thing within Kusari, given you don't attack any targets that have absolutely no use for you and your attacks don't disturb our supporters from within Kusari?
Thanks in advance for your answers, we are waiting for them. Council of the Elders
[font=Garamond]Let it be said that Rogues aren't big on hypothetical situations, but out of respect, I'll do my best.
I'd tell them that I've little to no control over bloodthirsty bastards that they've provoked instead
of dealt with in a diplomatic manner. I'd tell them that my deals with them have no relevance to
keeping their respective hind quarters safe and sound. Especially when they make such profits
from your hospitality. But what do I know, I'm a bloodthirsty bastard. Of course, to save face,
you would be welcome to publicly decry such incursions.
I'm not one to deny to friends what I crave for myself. So long as it isn't among my closest of
friends (Hackers, for instance), then you'd have unrestricted access to all but Cassini. And
with an escort or explicit permission, even that can be visited. I see no reason why we would
deny you the ability the hunt your enemies that would hide in foreign space. And for the sake
of fragile diplomatic ties, I see no reason why these arrangements cannot be kept private. Of
course, should a target require aid, I'm sure one of my crew would be more than happy to
lend a nova or three.

Mister Malfient, the Council of the Chrysanthemum Elders has decided to give you another question.
Would you agree that the Rogues would not attack the IND if they would carry goods that are of great importance for us?
If you agree, we will send you a list of the said goods.
Thanks in advance for your answers, we are waiting for them. Council of the Elders
[font=Garamond]You need certain commodities? I can understand that. Some goods are of importance and hard to
come by. I'd counter this by suggesting that any IND that happens to be carrying such goods that
we open to the elements could be salvaged and brought to the base of your choosing. It would be
our responsibility to collect the whole of those goods and transport them to your base for no fee.
This action would be documented and submitted for your approval. Perhaps here. Should some
Rogue fail in this, we would acquire more by whatever means necessary and document their
delivery. Being as these things are important to you, and our smuggling team already has some
experience due to our previous agreement, I'm confident that the Rogues could hold this bargain.
