I don't think you would need to worry too much about not being able to kill other people who can't fly.
This is aimed primarily at CAPITAL SHIPS.
It's all very nice having one, but if you have to fly it like a fighter in order to kill another cap ship..... well you may as well go buy something with some agility, like a GB.
Anytime I'm doing missions in my cruiser, the easiest way to take out fighters is to point it in direction 'X' and go to turret mode. At that point NPC fighters quickly become toast.
Still, I have only managed to beat a group of 4 BH Dessies in my cruiser ONCE. I reckon this is due to;
a. Me not being that good vs Capships in my Cruiser and
b. The NPC capital ships having the ability to maneuver AND fire at the same time.
This can be done in such a way that the server clones the said player's ship and places it at a distance from the real player. Although having it to move with you is a little much, it's a decoy and it floats around where you put it.
Still, this can bring a deeper level of strategy and deception which will definitely make your average day to day encounters much more interesting.

I agree...it would mainly be for RP but MAY have real tactical strategy. But it was JUST an idea of coolness, that is all.
I'm also disappointed the Liberty carrier can't deploy NPC fighters/bombers :sadface:
