Awesome idea NEXUS ... and to fix the Civie ID on above level 40. Just set the Civie ID to 1. That way they can only mount it on fighters and freighters (which is about all a level 40 should be able to mount it on. Will fix the Container Transport with the Civie ID problem. So if they wanna do some serious trading or get that big ship (since most of the Civie ID problems are on those guys wanting to buy the ship before the ID), they'll need to purchase that ID first.

Its not a License at all. Its classing ID's in a similar fashion to the way we class weapons. We can all agree that having a Xeno ID on a Battleship makes no sense. Just like having a Codename on a Starflyer makes no sense. Its a piece of code to prevent such a thing from happening.
I have this theory that the easiest rules to be enforced are the ones written into the game itself.
Lvl 6 (gunboat) mounts can only mount lvl 6 weapons.
I think the tractor beam mount (that IDs use) can be made lvled, but I'm not sure.

Given the limited number of class-dependent hardpoints available in the game, I can most surely say that it cannot be done. All class-dependents are already used. Shields, turrets, weapons. Pretty much that's all that can be used for such purpose.
basicly one could combine it with the shields ( i know igiss allready killed the idea - but i still like to keep on thinking about stuff ) - like ( radar+license) why not ( shield+ID ) every ship has a shield.... .
but keep in mind, if someone switches a ship and has to sell equipment in order to afford it ( happens ) and then ends up with a ship and a false ID ( accident ). then there might not be the cash left for the correct ID - and to make things worse, maybe not even a cheap small ship - then he d be stuck there with no way to leave.
