So you can say,
"I'm going to kill you now, pirate"
Then engage. That's fine.
Minimum is about three words, with more roleplay than just "Engaging"
Wrong. A pirate-ided man with no iff or Freelancer IFF is just a usual fellow until he starts to pirate. Try shooting him out of the sky with just something like "I'm going to kill you now, pirate" after you first saw him and be surprised.

I agree with most of this, but I'd add that if you've seen him pirating before, or another of your faction members has, then it's perfectly legitimate to assume that he's on a wanted list somewhere and you can shoot him
You: "Trader/miner, this fella annoying you?"
Trader/miner: "YUS HALP!"
You: "Okay fella your are going down!"
Pirate: "Noeh, I'm just talking here"
You: "Dun' care, you are going down!" Trader/miner was taken out by pirate (Gun) <---
That happens 9 out of the 10 times.
As long as the trader/miner asks for help you help them.
Pirates won't be moveing lawfuls around and if they do there is something wrong.
So ignore their words just listen to the trader/miner.
But if the trader/miner says "you should not yet shoot" then listen to the trader.
And yeah, your Id allows you to shoot dem pierats, but an attack is 'draining shields to less than 50%'
so shoot him up a little, to get his attention, whisper to the trader to run, and keep the pierat occupied by asking him his business in this system
