Personally I don't mind being unofficial/indie, probably because I'm not planning to lead any of my factions to their great destiny as their rightful leader, nor am I trying to give random people tech permissions. Sure being official makes some people actually listen to you. (In case of [RM]) but it's no biggie. Finnegan proved indies got what it takes by getting the first Spyglass as an indie character. Hooray for that dude!
As it stands now the "ministry" that the Outcasts used to have has been dissolved which leaves the entire Outcast nation in the hands of the 101st, both OORP-wise and INRP-wise.
... so yes, I suppose that might lead to discussions of shedding the "Maltese navy" archetype and embrace sub-divisions who might be interested in doing other things. (But as Ceoran pointed out: There's not much of a point in trading cardamine until the routes gets buffed.)
