There were attempts to do so, and I still have an idea, but it's hard to get things going speratly with unioners then they share same official faction with LWB unfortunatly.
Technicly I had an idea to have relations with unioners similiar to relations Outcasts has with hackers in Liberty. Ahh but it's all just day-dreamin as it seems.

Well, I have separate gang of Unioners (although flying as members of AGS), who're interested in artifacts shipping.
"Green Flower". They have Sigmas in ZoI and will do anything for profit - they have nothing revolutionary in them.
Although you'll have to expect Unioners trying to balance between ya and Hessians, since Hessians offer fine profits too. And war with Hessians isn't good.
If it gives Sigmas some more activity, it's a great idea.
We really should do some GMG & Blood Dragons vs. Sails (&other Sairs), Hogosha/Samura (and maybe AFA as well) events.
I'm already drooling at the thought of it:P
EDIT: true enough, forgot about 'Casts. Anyway, about all the other ones: even though Blood Dragons, Samura and Hogosha aren't listed as being active in Sigma-13 on the wiki, it makes a lot of sense for them to be there. Hogosha and Samura should be there for the Artifact trade (with Sairs helping them with it and pirating in the area as well) and any Samura (& Hogosha) related activity around Kusari would surely attract Blood Dragons... As well as GMG secretly funding Blood Dragons and the ooC reason of Samura not being as active as we'd want them to be in Hokkaido and Honshu.
(also, of course the Bandit system's only one jump from Kyoto)
