I've never really approved of the idea of "deep undercover" Rheinland operatives in Liberty, because there's a Liberty Rogue station by nearly every Jump Hole in Liberty. There's just no way you can move any deeper than Texas without being detected in-RP.
Same way LNS and LSF operate in Omicron Delta with bypassing the impenetrable defenses of Toledo or the SCRA manages to raid West Point, or the Rogues are able to attack Manhattan, the MND can get deeper into Liberty.
I wouldn't really like to argue about in-RP boundaries and their relation to game mechanics since that debate can go on forever, but as long as the MND doesn't get intercepted and destroyed by Rogue patrols on a continuous basis, I'll keep their Liberty-wise ZoI.
There's also no Rogue base on the other side of the Penny hole.
