I think anyone under level 30 "Civillian" ID player should be immune from attack in ALL systems. I think the soulution should be if you have chosed a faction and bought the ID you have chosen to be part of RP and may be attacked by anyone of your enemies regardless of your level.
@ BULLLDOGNK: I thought you were disabling PVP in NY for a moment and that made me frustrated at these under level 30 people attacking under lvl civillians. It should not be happening in ANY system, never mind NY! I have seen these under level facton ID players kill under level 30 civillians in other systems too. They are not breaking the current rules but they should be IMO.
Jeah, killing newbies is no fun at all. As a first, they don't shoot back, they don't even try to RP, it is more fun to shoot at NPC's, and when you figure in the possible sanctions by sir Bulldog, there shouldn't be a question on wheather to kill newbies or not. Rather one might ask himself how to help newbies to let's say 45th level and teach them to RP, so you can get some fun out of them...

I'm glad you see my point, it's a simple amendment to the current rules.
An under level 30 civillian ID player is immune from attack in all systems.
Once you have purchased a faction ID you mat be attacked by your faction enemies regardless of your level
No more under level Xenos buzing Manhattan immune from the law (as if that's good RP guys!) killing lawful NPC's and under lvl civillians.
No more picking on under level 30 Civillian ID players in any system who are immune from RP until they buy a Faction ID.
It's simple, it closes a bizzare loophole and it's worth the admins discussion in private I hope.

Just a note.... as I read it, players under 30 are allowed to attack players of similar rank below 30 and above.... so yes, I think any 29 lvl Xeno can be sanctioned Bulldognk for blasting someone like lvl 20 civilian ... in my humble opinion.
What spear has suggested, was close to my and Mjolnirs suggestion in this older thread. BulldogNK's answers are interesting. Seems the past days have changed something.
i see your point 13cent. i mean the point about underlevel pvp. about the LPI. we try to be lvl30+. ( and thats pretty unfair to ourselves:P- cause a patriot unlogicly risen to lvl30 with weak equipment is of course cannonfodder - at least it invokes a motherly instinct in some players ( some of the strange capital ship criminals that belittle us LPIs and don t want to shoot at us )
it makes sense to have a low level LPI for low level players - no doubt. but the chance that this turns to a low level mess without a good lecture about roleplay is maybe too great, i don t know.
anyway - each LPI is advised to have his/her level at lvl30+ to avoid such rule "loopholes" ( hate that term ). however, i don t think LPIs killed lowbies ( as far as i am concerned or those that were online while i was there, too ) - sometimes "non-lethal" weapons were used as a heads-up ( shieldbreaker )
It's very likely that exceptions for level 30- rules that allow low-level players to attack other low-level players will be removed. This way, attacking players of level 29 and below will be prohibited for everyone, including other low-level players. Only exception will be self-defense against an attack.
