Divide the racers into groups of let's say 5? The rest can even watch the rings and tell if someone cheated or not. So instead of 1 race with 30 people in 3 laps you get 6 races with 5 people for 3 laps each. Sounds good?
Also disabling guns would really harm the rest of Dublin, no? Imagine all the miners raging - "I CAN'T MINE AGAIN Q_Q_Q_Q_Q_Q_Q_Q"? Because even mining needs guns.
I suggest using the Event Server for this thing. You don't claim half the server for the race, you can make special rules, maybe password protect it for -some- filtering. And its easy to kick people from it if they don't follow those rules. And you can enable some special mods like disable weapons.

I have to contact a few factions in front of the event, like IMG and BAF, to RP it out.
Perhaps IMG| could observe the event's rules and the race?

I would like to have a faction as observers.
I have to contact the admins for such an event, to prevent the event from things like: Server testings and not to have local chat or similar horrible timings.
Also i have to ask the admins, if there is a maximum number of players for each system.
Is it possible to have ~100 people or more in Dublin?
And how we will communicate then?
Is it possible to communicate with so many players in one system?
Perhaps the organizers/rule observers should have a teamspeak channel or so?
Who will do the (paper)work For me, i don't have teamspeak.
And also it would be nice, having an admin ship there, when the race takes place. A snac into a cloud of racers is not funny during a race.
To observe the rules of a race, there are needed lots of pilots, not only a few. If it is a rule, to fly through all gates, isn't there needed one watcher on each race gate?
Apropos rules:
Even if i liked the rules, Luis made for the race, i am not sure if it is a good idea, that cruising is not allowed.
I foresee a problem, how to watch, that noone is cheating.

All pilots must become scanned, before the event will start, that is also difficult to work out, if there are so much people.
The race has to be prepared in forums a bit.
If we have 10 racers in each race, a list should be there, which pilot is in which group.
And which group has which number,
and when which group will start,
and when the pilots have to be there to let their ships check for fairness, and so on.
Timing is a key here. If the waiting pilots become bored too long, they may could cause troubles.
And then, the payment. I have offered ~2 billions. Is that too much? Would be the half sum also suffer?
If the race will have been successful, i would like to have lets say 4 Races each year. But if i make it so, i cannot pay 2 billions each time.
If i pay only 1 billion in total for each race, i think i can pay 4 races a year.
And as it is a large ammount of work, to organize and coordinate the observers, i think the payment could be:
10th - 8.000.000 Sirius Credits
9th - 11.000.000 Sirius Credits
8th - 14.000.000 Sirius Credits
7th - 17.000.000 Sirius Credits
6th - 20.000.000 Sirius Credits
5th - 30.000.000 Sirius Credits
4th - 50.000.000 Sirius Credits

....So, 1 billion for the prizes in total, and perhaps 100 million credits for the faction/group, that will watch and observe it.
Is the payment well balanced? If you think not, make a better purpose.
Also, perhaps others would like to sponsor it also, to increase the payment?
Last point: When the race starts, i want to watch the entertainment. I would like to work it out with the involved faction/group, but on the day when the race will happen, i only want to enjoy it.
I am a bit unsure, as you can see. I would like to have some input from you. The above ideas from me are only my thoughts about, how to organize a race.
So, please let me know, if the ideas are good enough, and if i forget another important point.

For the racer one, pick the faction you wish to represent, get thier vanilla signature ship( Order = Anubis, Navy = Defender, etc) on Hood nuetral to all. Making a racer would be quick and hassle free.
Cons: None come to mine atm.

That is pretty much the answer. Each group a pre-registered and must go to a specific location in a specific given time. The ''pools'' are randomly formed.
The best 3 of the 5 pass to the next round ( 3 groups of 6) , then a final race with the best 2 of each of the previous round .
Also, spectator must not use local or system chat nor bring a bretonian bs with missiles.
Snak's idea is a workable one. However, instead of having it over many weeks. Why not split it up over the Saturday afternoon and evening. You can have four groups, the winner of each group goes through to the semi-finals. And then you have the final race.
I would think it might be better to perhaps reduce the number of racers to 20. 4 races of 5 people each and then straight into the semi-finals. Something like this will reduce the number of on lookers and also allow people to chose which time slot they can make it in. Obviously the final will have to be a time when all can make it.
