Is there any restrictions for using other faction gunboats for freelancers ? For example Order one.

I think Freelancers need an SRP to use a Gunboat apart from the Zoner Conference and Kusari Explorer. Or in some cases permission, whether in-Rp or out of roleplay.

Yes, there are.
The only gunboat allowed for Freelancers is the Ahoudori Gunboat. Everything else is NOT allowed to fly, or needs a permission from the faction.

Basic Turrets are actually very good Gunboat turrets. They will not drain the powerplant, and when coupled with heavier universal weapons fired sporadically, they are good guns.

Indeed freelancers dont fly warships like the GBs. The lone freelancers dont have the resources to maintain such ship class.

There's a way to gain access to a faction gunboat for Freelancers, it's just very difficult and requires SRP according to the tech chart.
