I agree and disagree at the same time, while some requests are good backed up in RP and with in-game actions some are not. Most of them are however skype- friendship based.
The question here is if we care so much about it?
Because I really don't for the normal combination- it is the same in general if Sabre shoots me with Krackens or Codes. But if it shoots me with nomad lazes or something. I come up with one group who mix outcast BD KNF and nomad technology in order to get the OP- PvP combinations.
But there are some OP-PvP combinations . In such cases the admin and balance team must revoke the tech request. In such cases if you see such combination or you think that such combination could be harmful for the server game-play then take screens and file report. Nothing can be done here in general discussion except flames from the people who grant/receive such Tech without any RP behind it(mind that RP can also be written easy on skype friendship basis) or from the one with OP PvP combinations.

For some people is not enough and it is ok, since you worked for it why not.
Slight advantage in PvP(Roc vs GMG bomber,Code Sabre vs Kraken Sabre) is not that bad in general, OP combinations are.

What do you want to discuss then? There are only two reasons to make tech requests-
1 PvP advantage (changing of the made balance for the said weapons/ships being used with other line)
2 Some RP reason
As you pointed out most of them dont have good RP reasons so the first point stays. People are all of above- some are lazy other want to buy what they want. etc. Some really just want to RP.

I cannot give you this, nobody can since it is really subjective- some might find ones RP perfect others really bad- see Dakun Case. We can comment things that are tangible only
