Normally Id ask questions like this in RP, but corsair characters are very angry Itallians, and I think questioning them, or even looking at them, would probably cause them to go all Omicron Theta on OSC's arses. So here's my question:
Planet Crete buys scientists, so the corsairs obviously need them, probabebly to try to make their planet fertile. so why do they say

They dont want any house scientists? Where else are they going to get them? Their minds may be beyond them, (though probably not, these are corsairs not outcasts) but they clearly dont have enough, or planet crete wouldnt be buying. And who better to transport them than OSC, who are also enemies of the Outcasts, and whos liner the corsairs frequent?

Corsairs are master shipbuilders. They already have good engineers.It is quite possible that the corsair scientists are better then some of the house ones especially in ship building.
Corsairs dont have some fancy research facilities or any fancy research programs. They are simple people- they need their ships - already covered and regular supplies in order to survive- this is the struggle for them.
And even if Crete dont have food problems nowadays why to take more strangers and increase the population with no-corsairs since this problems can appear again?

I already told you why- to build their ships( in RP they have the best ones), other point will be to enable to build their own biodomes.
They need some but dont need foreign ones as it seems, may be some zoner ones who have good knowledge about the biodome building.

Here's a scenario:
Corsair raiding party interdicts a passenger transport carrying a research staff to the Cambridge facility. Since there were no valuable commodities aboard, they instead take hostage the passengers. The raiding party moves them to a secure location (what location would be more secure then their home planet?), which frees up the raiders to do what they do best. Meanwhile, other members in the Corsair community more skilled in extortion contact the families and companies the scientists belong to, and extract a kings ransom for their release.
OORPly, it's probably that a big pirate faction needs a valid dropoff point for this commodity. Personally I'd have used Battleship Fes instead.

Crete = Not enough food.
Importing Scientists = more mouths to feed.
Then there is the fact Hone, that you just came to Crete and assumed you would be welcomed. OSC should not be in Gamma in the first place. Gamma is the Corsairs home system, and if you read the infocards and rumors you will see that we try to keep it's location a secret. When you want to keep a location a secret, you don't let tour guides go tromping around there.

9) Transport of Tourists, VIPs, Passengers, Refugees or Vacationers to Corsair bases (especially Planet Crete) is forbidden. Transports found bringing these cargoes should be stopped, and sent out of Corsair territory or to offload their cargo on a nearby freeport. If the pilot refuses, Corsairs are authorised to destroy the offender, his ship and cargo.
scientists get a somewhat similar treatment. depends on the situation and the player you meet.

Well, as has already been said, the Corsairs are master engineers, and of course, we'd have to have rather gifted scientists to keep up.
Why we wouldn't want house scientists is more to do with the fact that the Corsairs are extremely nationalist and believe they are racially superior to the rest of Sirius, so even if it may be helpful to have scientists from other parts of Sirius come to Crete, we would not want them, because we believe we are superior. Though, Samura scientists are allowed on Crete, but that's a different matter, as we've had extensive interactions with Samura and their puppet groups in Kusari.
Corsairs aren't stupider than the rest of Sirius, and by no means should they be taken to be backwards barbarians. Just more impoverished with less habitable planets and ntural resources.
