For me the reason I don't like this kinda thing is because before I took a break from FL, NY was the OOC zone pretty much. You could take care of your OORP business and do some chatting if you wanted. At some point they scrapped that idea and now you even have PVP in the system. It'd be nice to have that old situation back.
Well, it's called the RP Server for a reason. There's Skype or Xfire if you would like to do OORP chat.
New York also is extremely inconvenient to make a no RP/PVP zone. It is the capital of one of the most powerful houses and the base of operations of 4 factions. Restricting them from RP and PVP would totally cripple Liberty RP.

Before the no pvp/rp zone was lifted there was NO rp in newyork (most of liberty too). Now theres plenty... so I dont see the issue. I see conneticut as a hang out place too...

I have learned about house rules like most players - either thru conversations online with other players or by postings here on the forums. The forums are very active - thousands of posts everyday. I read the forums more than I actually fly in the Disco - and I still can't keep up with everything. This is not a complaint - I really LOVE the forums and it greatly adds to the experience.
For House rules it may be nice to add a cargo item at the bases/planets that has the particular house rules explained in the description of the item - like the merc bans and other things. It would help I think.
I like to park near Freeports because it is a gret way to meet, interact and RP with a wide variety of players. It is handy that there is a Zoner enforce no-shooting ban around the Zoner Freeports. But there are lots of players that don't know this unless a Zoner player is around. My cargo item idea may help.
That would be great, but unfortunately we cannot do that because House rules would vary from server to server. Hamburg server, for example, might have an ultraliberal hippie Rheinland and a fascist Bretonia, which would obviously change said rules.
