Most, if not All the IDs have rules on who you can ally with and who you can not. Yet I see people pretty much breaking this 100% of the time. Let me quote the LN/LN guard ID.

Now, lets take the Lane Hacker ID, as it was a ID of someone in a LHGB that helped Rheinland a few attacks ago.

Are the ID rules just not being followed for the sake of PVP?

Power does not corrupt. Fear corrupts... perhaps the fear of a loss of power.
Allied as in grouped with one another or just happened to shoot a common enemy at the same time? There's a difference, and if strategy allows, I don't actually see an issue with it.
I don't see what the problem was unless this was in Rheinland, but if that was the case you would be more interested in what an LHGB was doing in Rheinland. So I don't see anything wrong.

You'll see this lots. Case in point is Corsair/Gaian groups allying with KNF/Hogsha ones in Leeds. They'll group up and everything, in order to fight the BAF and BPA. You can generally expect "oh no, that's not allying per se, it's just being in the same group, working together, calling each other's targets and fighting the same enemies," as an answer. Followed by lots of shifty eyes and coughing.
In any case, what constitutes as allying is ambiguous at best, useless at worst. It gets ignored, and should either be clarified or deleted. Strictly speaking, that line doesn't need to be there. The rule about affiliation and actions matching each other prevents dodgy alliances, and allows spur-of-the-moment cease-fires to combat mutual foes.

I have come up with what I think is a pretty good solution to this issue, and when I publicize the new ID's, hopefully you will all be happy with it. But this discussion should become a moot point in 4,86.

Not shooting=/=allying with. It's not about the common enemy, it's about the greater one. For example, when the [HF], [LN], and [RM] collide in Texas, the [HF] and [LN] will most likely shoot the [RM] first because of the immediate threat they pose to Liberty. Afterwards, of course, the two "allies" are free to backstab as they wish.
