The Ragnar has a whopping 15k (Correo and Bactrian have 38,4k) powercore, so nix on that.
The Camara has a good powercore, but no cd, so nix on that too.
The Dromedary has a decent powercore (30k) but is a slow turner.

My suggestion would be to buff the Ragnar's powercore to 38,4. That way the RH, Bundschuh, and LWB would have a fierce little freighter of Rheinlander origins to play with.
But heck, why not buff other civilian freighter powercores on the same note?

That clarified, Any unlawfuls in Sirius can use these ships. ANY.
Nobody needs to ask me for permission to use these ships. They are open vessels, sold by Mollies, Rogues, Junkers, Corsairs, and even Freelancers. That opens them up to be literally used by anyone, if they weren't already an open ship.
It does not matter if you're Rogue IDed, Molly IDed (... why would those even be a question?), or Corsair IDed, Outcast IDed, Gaian IDed, Bundschuh IDed, Smuggler IDed, Pirate IDed, or even Blood Dragon IDed, ETC... you can use cargo vessels from the Pirate line. They are open.
Anybody can use these.
You do not need to ask me.

This does not change the idea to buff Rangar powercore.

Yeah, the Ragnar could do with some power-core buffing. I'd rather have my Hessian pilot that then a generic freighter. Give the freighter-class some love.

Ragnar got more guns, more armor, more nans. So it sacrafices it's power core to have an edge in something else. Deal with it. It's a Ragnar - 204-ARKM-B10 Rheinland [color=#FF0000]Armored Transport after all.
Ragnar's powercore isn't bad, at all. It simply fills a different role than Correo or somesuch. Correo has larger max core capacity, but slower energy regen rate, while Ragnar with smaller max core capacity has a higher energy regen rate. So Ragnar is better for firing in bursts, while Correo fails to fill that role, cause even though you'll run out of energy not as fast, but once you do, it takes ages for energy to regen.
I actually had a Hessian Ragnar, and 2 Debs plus 5 Natters shooting forward is a pain up any Hegemon's ass. The only issue is, it's a tad too big, so even transport turrets might scare you after a while.
