There's no LSF guard IFF. The LSF one is basically a guard rep in of itself.

Neutral IFF is impossible to acquire, seeing as there are no neutral NPCs.

Hit the base in Conn (or the Shrine) with a missile to make it temporarily hostile to you? That should lower the rep slightly and cause it to show up on your list, I would think, and it'll go away after a while.

My neutral faction rep is perfectly neutral and I made that station hostile to me more than a kazillion times.
