I've just had the extreme misfortune of receiving a long range message from one of your secondary fleet pilots, named "LN-Chad.Davis". Note, this message was entirely without context. None of my captains have ever seen or encountered this ship at any point in the past. The messages came entirely out of the blue:

The captain of the BES Caxton had reported in a disturbance immediately prior to my own contact, saying he'd received odd comm messages from the pilot in question. Just static and gibberish for 10 or so minutes.
This in combination with a literal unprovoked death threat aimed at one of my employees should explain my brusk response to Mr Davis' statements. Mr Brighton (captain of the Caxton) was rather confused, and afraid that he'd done something wrong when I confronted him on the matter afterwards.
In any case, we do not take kindly to death threats from secondary fleet agents. Please put a leash on him. An apology from the pilot in question would be nice, too.

Firstly, let me say that it is a shame that you were forced to contact us on these unfortunate terms. Secondly, the usual response is that we surprisingly lack the capability to do anything about individuals such as this.
However, the landscape has changed since the increased volume of complaints we've been receiving pertaining to secondary fleet captains and their ilk. It is the case that we are unable to deal directly with irritants such as the individual you highlighted here, however we recently discovered that, using a little creativity, we can get around these restrictions.
We do, however, require visual evidence of this encounter, hopefully from both yourself and the captain of the Caxton at the time. Disciplinary procedures can't be started on the evidence you've presented so far, for hopefully very obvious reasons.
As my job has me behind a desk full-time for the foreseeable future, I doubt I'll miss your reply.

I feel your pain ma'am, I really do. Bowex has had trouble enough with its independent contractors 'misunderstanding' local House laws in the past. In any case, here is your requested pictorial evidence. The Caxton can't really provide you with much, on account of his comm logs revealing nothing more than a wall of static.

That's a shame, as I'd like to have seen what kind of shenanigans were being talked about. It would certainly make the actions we should take regarding this individual a lot clearer.
All your evidence actually shows is that he's threatened Borderworlds Exports ships with termination if he sees them again. The context of what he says is not clear, and we will either need more information from you proving that his words are totally unnecessary, or a statement from him to clarify the issue.

I'm not really sure what other proof we can offer you, but you're free to access the comm records of both ships for the 10 minutes on either side of the incident. That should provide enough of a context for you to base your judgement on.
Have one of your IT technicians contact me and we can forward you the raw data in question. I assure you, it's not an interesting read. Just trade manifests, static, then that. I can promise you this though: Davis' statement was entirely unprovoked. I've no idea what he was thinking.
No Bowex ships have wronged him or Liberty in any way. Neither of us were in Liberty at the time. The Caxton hasn't been in Liberty in over a week, as a matter of a fact, seeing as it's busy fulfilling our foreign contracts.
