I'm not sure if there's already a guide, but how would I get neutral to nearly everyone without making a new character. The character I need this for has no IFF but I did the /restart Freelancer after creation.
I'm not sure about AI ID. It maybe has rephacks, can't tell for sure. If it has rephacks, your rep with the faction it's rephacked with will return back to normal as soon as you undock/relog after taking a bribe.
I've done this a couple of times. Get a freelancer ID and follow these three principles
First is that there are three major classes of factions, which are house forces, corporations, and criminals (there are some quasi-neutral factions too like zoners and such but they don't count for this). You can't have positive rep to all three classes simultaneous, and in fact it is very hard to have postive rep with two of them at the same time, so you need to choose which ones you need/want to have positive vs neutral. Unlawfuls will demand loot and such, so its generally easiest if you are positive rep to the criminals . Put the house corps lowest, since they will never attack you (never demand cargo and then rage assault when you refuse). So part 1 of the strategy is to get slightly positive rep with the criminals and nuetral rep with the house forces and corps.
The other thing is that your rep with a faction will largely depend on your rep with their allies. Some factions have more allies than others. For example, the house forces and corps are typically all allied to each other. Also the Outcasts, Corsairs, and Red Hessians are allied to almost all of the smaller unlawful factions in their zone, but the small factions will only be allied to the main unlawful faction. So things like Red Hessian have 5 or 6 allied factions but the LWB only has 1 or 2. If you bribe the main faction then you will get a little bit of associated rep with the smaller factions, but if you go around and bribe all the small factions then you'll have max rep with the main factions because of all the allied boosts. Usually it's better to bribe the small ones then knock down the rep to the main faction, so that they are all pretty much even, otherwise you might get Outcast IFF which you do not want.
Finally, there are different ways to raise and lower rep. Bribes are the fastest way to raise rep but you can also do it with certain types of missions (see below), and by visiting the bases and trading with them. Unlawful bribes are available at most freeports and junker stations. The simplest way to lower faction rep is to accept missions and then abandon them (lose about 1/4 of a bar every time), and that will only directly affect the faction you are working. Killing a ship will do enormous damage to your rep with that faction and also all of its allies (like, killing an Outcast will cause rep to drop with other associated factions). Try to avoid violence unless you need to nosedive a group of factions all at once. This is a problem when using missions to boost your rep, however you can do the base-destroy missions that don't require you to kill anybody, and it will not directly affect your rep with the target (IE, destroy the Corsair base, but do not kill any Corsairs, and it won't affect Corsair rep any).
So altogether, assuming you are currently friendly to the house forces and corps, and hostile to the unlawfuls, first thing is go buy single bribes for as many of the small unlawful factions as you can find. Don't buy bribes for Outcasts, Corsairs, and Red Hessians, since you'll inherit their rep from allies. Don't let your rep with the house forces and corps drop negative either. Once you have bought out all the low-level unlawfuls in a house you can back and give a single bribe to the police for a small boost, or do base-destroy missions for the house navy. If the rep for one of the three main unlawfuls gets too high, abort some missions with them to bring their rep down to mid-level; do not kill them or it will jack all of the allied and opposing factions.
