Well, you could make it a specialized Naval division (like the modern day Navy's air force) and call it Task Force Sierra, the way you did in the description.
And I think Jane's ideas with the specialized area of operations (nebulae, 'roidfields) is pretty good.

Well, that is a tempting idea, but it's been done and failed so many times before. I like the idea but then people will think "Some more idiots who want their own faction so they'll call themselves elite Navy and end up being utter rubbish" At least with the Air Force people will think, firstly this is totally new and therefore old experiences are not too relevant and secondly, we can develop a hell of a lot further than if we were just 'special Navy'. In 4.87 I do hope to get an Air Force Light and Heavy fighters hopefully if we can, I'll buy the developing side and then submit when the times comes. Obviously before that I'll have to get the faction official and request a new ID with our own allowances/restrictions. That also leads me onto another point nicely,
People say "How is this faction any different..." Well, atm I'm just trying to be the neatest and most professional military faction we possibly can, then once I've laid the foundations I can get changes that slowly separate us from Navy RP and then 2 years down the road, the Air Force will be a totally new game play and completely unique to the Navy/Police/SF.
Additionally I'm making my lads NOT act as the local cop in Liberty so hopefully setting the example.
Well, considering you're making a military faction based in a House that already has three armed forces, I kind of have my doubts about you ever becoming official / getting an own ID / getting an own ship line.
I like the idea of "not being your local law enforcer" I always wanted to be part of a Navy who'd focus on the more serious and significant threats. I'd totally join with my current secondary fleet chars. Thumbs up from me.

Anyways, this actually might be what the [LN] should be in my opinion. (Considering the part saying it's not your local law enforcement)
If you don't have one then there isn't much I can do about it and no way in hell I would not allow you in the faction. As for a disadvantage, I'd say not really. Without it you just may not hear some speech but half the time that might be "Get this tit off me" which isn't major news. But rest assured, if a member made it clear to the rest that they didn't have a microphone, we'd type major information so the whole squadron(s) may know.
