Now, this is a very simple problem, one that probably has a fairly simple solution too. I'll lay out my issue first of all.
Leeds and Edinburgh are currently designated as Bretonia's two primary trouble spots for froggy invaders (Dundee and Newcastle being lesser targets). They're where the majority of fighting is supposed to happen - Leeds especially.
Now, the problem is, practically, it isn't where the fighting happens. Dublin is. The reasoning behind this is thusly; there are battleships sat directly on either side of the jump gates that connect Leeds and Edinburgh. If a GRN snub jumps to Leeds, it gets kasploded. If a BAF snub jumps to Edinburgh, it gets bushwacked. Capital ships take varying levels of damage depending on their size. Not good.
This is compounded by the fact that not too far away (on both sides, oddly enough) there is a Dublin jump hole that is entirely unguarded by both. Why would either faction risk looking for player interaction in the lore designated warzone and face a potential four hour NPC-induced lockout, when they can each travel one system by jump hole and find an absolute hive of activity?
Now, the simple solution. In Leeds, destroy the first trade lane ring, and move the battleship back to the second ring. This makes less tactical sense than its current position, but it lets GRN players actually enter Leeds and fight where they should. Either keep the GRN battleship where it is, or push it back 2-5k, depending on whether or not you want BAF counter-attacks into Edinburgh.

EDIT: Plus tons of BMM miners now their bonuses have been fixed, which the GRN are legally allowed the keelhaul. I can see which way the wind is blowing, so far as activity goes.

Seems reasonable to enable assaults, but there is a jump hole from Edinburgh to Leeds. Also, if the GRN side is organized enough, jump a repair ship first to draw capital fire, then the rest of the fleet can enter under that cover.

The jump hole drops both sides next to Islay. Should logically mean it'd have been destroyed, which it hasn't. Having to group up with a repair ship to successfully get to a fight also penalises causal encounters, which isn't fun for indies or those who live in awkward timezones.
Also, Zelot, you also explained a big part of the problem there. 5 Valors. They're the ships that can currently get through the jump gate unscathed. I'm not complaining of course, because this server needs more fleet brawls. Of course, that's good so long as it's not done to the detriment of snubs, which are currently eating battlerazors upon jumping through.
Ya know, I once was sitting at the Yamaguchi during 485 and watched a Junker try to jump into Leeds. He lasted about 2 seconds. That is how it should be. That jumpgate is literally the front line. It shouldnt be easy to go through it, in fact people shouldnt. They should use one of the jumpholes. Our fleet (BAF/Ronin) went in through Dublin to avoid it, as we should have. Fact of the matter is, it gave us a much richer experience, as there was lots of scouting and hide and seek to be played. I prefer not to just put two fleets next to each other and yell go. I need some foreplay. I like it, and I like the way the jumpgate is set up. I dont think people should be really using it, it is being fought over from both sides. Iz cool:cool:

I love seeing battles, especially epic ones.
Although, it's kinda odd they'd (the GRN) would stop in little Edinburgh and not continue to try to push to Leeds faster in a blitzkreig type motion so that the Bretonians cannot fortify.

They seemed disorganized, there were the Valors (all indies) and a couple of GNF snubs. I think we lost one Dunkurk in the whole thing. (Not including the BAF Sherwood Forest who tried to jump through the gate in the middle of the fight and lasted about 3 seconds before blowing up. No losses for the Ronin. (smoke)
