A thought crossed my mind regarding the Corsairs, is there a section or a number of their population that actually wants to rejoin the Houses of Sirius in an attempt to have peace and normality? Maybe even normal trade if the Houses can forgive them. Though that in itself is a huge task.
I know this would likely never ever happen, but it would be interesting in my eyes to see a 'Unity' section of the Corsairs wanting to be at peace with the Houses since in their own right, the Corsairs have carved a very good nook of space for themselves and can industrialize proper given the motivation and ample reliable stream of resources.
It wouldn't be that much of a stretch for them in Kusari. And they're, well, kinda ignored in Liberty. Or at least were, given that they really don't mess with that house at all.
I remember once trying to push for a peaceful notion with the Mollies when I was part of the BAF, allowing to be the first house to be close to united as the United Kingdom in real life.
Then <strike>Dab</strike> someone came around and botched it up during the time when there was the Rheinland-Bretonia Conflict. And all possiblities were kicked right out the door.

If there are some Corsairs who want to make peace with the other houses, they sure are mighty quiet about it. Also, I doubt the problem is going to be with the other houses forgiving the Corsairs, but with the Corsairs forgiving the other houses. Both sides would have a lot to forgive, but the Corsairs seem to be a proud people, and not intent on groveling.

peace would kill the Molly faction.
Moreover, no Molly player wants it, or really ever has wanted it except sprolf, and the peace treaty at the end of the MR was....weird.
That's why I broke it by blowing up the Fleet Admiral's battleship:)

This was probably "botched" on purpose, due to the fact that a peace treaty effectively kills the Molly NPC faction. It's happened twice before, and both times the player factions have died, and so have the indies until they stopped recognising the treaties.
These treaties are just a really, really bad idea. That's all.
Corsairs are tend to think that houses have sank into the corruption, discord and other odd. Why would they want to ask for forgiveness from those they don't really like?
Of cause Corsairs might be willing to build up the industry since they managing to build all those ships and stations on their own.
Actually the idea of turning the Sairs into the quasi house was raving around some time ago, maybe a year or so. Add some stations, commodities, factions, etc. Fill with something the empty systems behind the sair space after all.
But it seems that it didn't went anywhere from the talks.
Gather their strength and new-found resources and trading partners to exploit the Outcasts isolated position to such an extent, it could tip the scales.
Although I can see the Outcasts truly harassing the Corsairs trading vessels, using Freeports as raiding bases. Which may even threaten the Zoner existence further.
