Elders of the Corsair Imperium,
This is a difficult address for me to make. I stand in the shadow of men like McIntosh and Ares, of whom you and yours know all too well.
I knew Elder Costello when he defected, I am close friends to Ricardo Alvarez, another fallen hero of the Corsairs. And I have sought their counsel before preparing this diplomatic message.
It is time to step out of the shadows of the totalitarian era of McIntosh and address the realization that there is more in common between us, than there is separating us.
I must acknowledge, first, that my predecessor made a mistake.
He chose to ally himself against our former allies with a group of untested and self-serving individuals who have lost the path of revolution... of the betterment of their people in favour of their self-serving ambitions.
The Corsair Elders have only ever sought one thing, an education that the Benitez family sought to give me back when I was a junior Lieutenant. I was spared their guns, if I agreed to hear them speak about the honour of the Corsairs... I digress, the crux of the statement was this.
When you are faced with starvation and desperation, you must look after your people. If that means taking from the plates of the rich, to feed the poor, then so be it.
I have watched the Red Hessian Army, and the RF, over the past year, grow increasingly hostile to their allies, taking far more than they offered, and taking for granted our assistance. Trying to embarrass the Coalition publicly in their Revolutionary Alliance, trying to coerce us into accepting their dictatorial rule.
The Coalition has never been subjugated, it is this fierce will and independence that I know the Corsairs respect. They have been a plague on your house, and they now darken our doorway with their threats of their planned Hegemony.
Let us end this war, once and for all, and set our sights on true pirates that threaten both our freedoms. For the freedom of the people, of all peoples.

A mistake is always forgivable, rarely excusable and always unacceptable. I have learned to hate all traitors, and there is no disease that I spit on more than treachery. The foul and disgraceful act your predecessor McIntosh made has cost many lives.

El Presidente,
My hand has not stayed my forces as yet, for there exists no peace between us. Negotiations take time, and good will can be generated through mutual battlefield respect as well as the absence of arms. there is much in the planning, and thus much in the execution of said plan.
We are two nations that have been manipulated into war to benefit the Hessian's ambitions, draining our resources while they use our distraction to further their own aims. The feuds have cut deeply on both sides, those that have lost cannot easily come to put aside their anger.
There will be a cease fire, I am sure, in time. But let us first build a dialogue towards the peace, lest the Hessians find some new way of knocking down a house of cards.

We are two great leaders who can find a fair amount of agreement in ideology Premier.

I have been sent by the Elders to discuss matters with you. I am sure you know who I am, as well as I know who you are. It was long ago, I stood by and called men like McIntosh and Ares my freinds. It was also a time I felt the Coalitions knife in my back. Put there by those very same men. It was those men who made off with my Elder, Costello and our ship and weapons. I have long felt a personal defeat in this, a defeat I can hopefully make up for here. This is why I asked the Council of Elders to allow for me to handle this situation.
The Council has asked me to come to you today to set up talks. But for that to happen, we must both call off our dogs. There cannot be genuine trust built while at the barrel of a cannon. You have come to us, wonderful, but it is time to take the first real step. We are willing to take it, are you? I propose a cease-fire between Corsair and SCRA forces for the duration of our talks.
Call me old and senile if you will, but that does not sound like a cease fire. Fact of the matter is Katz, there is no trust of the SCRA among the Corsairs. How am I to ask the Elders to order our ships not to attack yours if you will not clearly order a cease fire. This whole "Theater of Operations" ploy will just lead to confusion... and of course hostility. This is not the way to show an olive branch. Remember, it is you who came to us. We expect you to prove that this is not some ruse meant to bring our guard down so you and your Hessian allies can take advantage.
We require a cease-fire for the duration of any talks. If you cannot bring that simple request into reality, it would seem that you are not fully invested in the path you say you are taking.
